State Audit Report on the Violations in Gori and Kaspi Municipalities

On March 18, representatives of the State Audit Service held meeting in the Gori State University. They presented the report of the monitoring results from 2010-2013 in Gori and Kaspi municipalities to the representatives of local self-governmental bodies, NGOs and media.
 
The violations highlighted in the report mostly refer to procurements, equipment, leasing out of state properties and budget expenditure part. The audit service had remarks about the quality and delivery terms of infrastructural projects, also with the implementation of the works envisaged under the Village Support Program.

“We have materials, which show that there are some violations and shortcomings both in Kaspi and Gori municipalities. Our goal is not to punish any concrete person but we aim to speak about the resolution of these problems with these people and decide how to tackle these problems,” head of the State Audit Service Lasha Tordia said.

In the report period Gori district administration had two governors – Davit Khmiadashvili of the United National Movement, who resigned after 2012 Parliamentary Elections although the next local self-governmental elections were scheduled in 2014. After his resignation, Papuna Koberidze of the Coalition Georgian Dream was appointed to the position of district governor by the Gori municipal board.

None of the previous governors attended the report presentation. However, acting Gori City Mayor Zurab Jirkvelishvili and Gori district deputy governor Gia Tsverava attended the presentation.

“It was interesting to hear the report to avoid same mistakes in future,” Zurab Jirkvelishvili said.
