Prosecutor’s Office Fulfilled Recommendation of Human Rights Center

Chief Prosecutor’s Office fulfilled recommendation of Human Rights Center and forwarded the case of Rusudan Purtskhvanidze to the Tbilisi prosecutor’s office for further investigation.

In its May 16 public appeal Human Rights Center protested the practice of the investigative bodies, which assign cases for further investigation to the agencies, whose officials may feel biased about it. 

Human Rights Center legally assisted Rusudan Purtskhvanidze, who is victim of forgery. The case may refer to illegally issued visa at the Embassy of Greece, for what Purtskhvanidze was deported from Hungary. 

Former employee of the district unit of the Ministry of Internal Affairs Z.N had promised Rusudan Purtskhvanidze to assist in getting visa and other travel documents; for the assistance he received 5 000 EURO. After deportation, Rusudan Purtskhvanidze claimed the money back. On April 15, 2016 she appealed the Chief Prosecutor’s Office of Georgia, which forwarded her appeal to the Kutaisi district prosecutor’s office. The latter assigned the case to the same unit of the MIA for further investigation, where Z.N used to work in the past.

Human Rights Center requested the Chief Prosecutor’s Office to tackle this problem through reviewing its practice and respecting the principle of impartial investigation. The Center requested the Chief Prosecutor’s Office to forward the case of Rusudan Purtskhvanidze to the Tbilisi Prosecutor’s Office to ensure impartial and effective investigation into it and to respect territorial subordination. 

As a result of the advocacy of Human Rights Center the case of Rusudan Purtskhvanidze was sent to the Tbilisi Prosecutor’s Office from Kutaisi. Today, criminal investigation into the forgery case was launched under Article 180 Part III-b of the Criminal Code of Georgia. Investigation activities are underway.
