There are mistakes in the final protocols of 21 out of total 86 precincts the Rustavi

On October 8, on the Election Day, 86 precincts were opened in Rustavi Election District. Three of them were special precincts: #5, #16 and #17 .  

According to the CEC’s information there are mistakes in final protocols of 21 out of 86 precincts in Rustavi. The protocols are followed by the explanations, which stated the errors and their reasons.  

Rustavi PEC #67 wrote about the mistakes in the final protocol: “in the 5th gap 1150 shall be written instead of 606”. The second PEC missed 20 votes of the Alasania Party and explained it that they wrote 1 instead 21 votes for Free Democrats. 

Salome Gogoladze, the secretary in the PS #3, mixed up 145 and 31. In her explanation note, which is signed by the PEC’s chairwoman Tatiana Bukhtiarova, it is written: “I, Salome Gogoladze, made a technical mistake  and wrote 31 instead 145 in the single mandate election final protocol”. 

Nana Mamukashvili, the registrar of the precinct #30, admitted bad job of her colleagues. She wrote in the log-book: “as the PS was overcrowded I missed one voter’s signature, that’s why issued ballots are more than signatures”. 

In the forth gap there is a mistake in the PS #60. 
Gaga Aptsiauri, the chairman of Rustavi DEC#20, responded to the question why there are mistakes in 21 PS’s final protocols. He said the fatigue and stress influenced the members of the commission and that’s why they made mistakes. There is no qualification problems among the members of the election commission.  

The source said (whose name is anonymous) the problem was exactly the incompetence of the members of election commissions and the employers of Rustavi DEC worked hard to avoid the cancel of gained votes in several polling stations. 

Generally, GYLA talked about the PEC’s members qualification problems throughout the country. The organization stressed the necessity to sophisticate the selection process of the commission members. 

“The elections showed once again the miscarriages of the legislation. In order to improve them, systemic legislative and institutional amendments are to be done”, - the GYLA’s report about the Parliamentary Elections reads.
