Which precincts were lost by the Georgian Dream in Kakheti

The Georgian Dream again won the Parliamentary Elections on October 8, 2016 in Kakheti region; the United National Movement again took the second place in the election results. The Georgian Dream lost ballot in the precincts of Telavi city, in many villages of Kvareli, in Iormughalo community in Sagarejo district, in the village Kabali of Lagodekhi municipality. It is rare case when the government loses elections in the villages of ethnic Azerbaijani population. 

The final results of proportional elections for the GD and the UNM are following: 
Sagarejo DEC #23– The Georgian Dream – 46.35% (9392 votes); the United National Movement – 26.01% (5271 votes);
Gurjaani DEC #24– the GD – 44.42% (13452 votes); the UNM – 32.95% (9978 votes);
Sighnaghi DEC #25– the GD – 53.47% (15621 votes); the UNM – 26.12% (7631 votes);
Lagodekhi DEC #26– the GD – 41.27% (11583 votes); the UNM – 30.32% (8511 votes);
Telavi DEC #27– the GD – 38.91% (11021 votes); the UNM – 36.12% (10231 votes);
Akhmeta DEC #28– the GD – 45.61% (11604 votes); the UNM – 32.59% (8293 votes). 

As we already mentioned, elections of single mandate candidates finished in the first round only in Sighnaghi-Dedoplistskaro DEC, in all other 5 districts the second round will be held, because none of the candidates managed to receive more than 50% of votes. However, in absolutely all precincts the GD’s candidates took advantage and the second place went to the UNM’s candidates. 

Irakli Shiolashvili, the former governor of Kakheti region, won ballots in Sighnaghi and received 54.7% (15806 votes). Levan Bezhashvili from the UNM took the second place with the 27.38% (7913 votes) in the same district. Levan Bezhashvili managed to win only in 4 precincts out of 58 in Sighnaghi-Dedoplistskaro District – in Tsnori precinct #9 of Sighnaghi, Jugaani precincts #14 and #15, Khornabuji precinct #20. 

It is worth to mention that the candidates of the Georgian Dream won in the very first round of the 2014 Local Self-Government Elections with 87.37% in Dedoplistskaro, and with 66.69% in Sighnaghi. The 2016 Parliamentary Elections showed that support of the Georgian Dream is significantly reduced. 

Roman Muchiashvili from the Georgian Dream received the highest result in Sagarejo – 46.79% (9475 votes). Zurab Tchiaberashvili from the UNM took the second place – 24.88% (5039 votes), the third place went to Irma Inashvili, one of the leaders of the Alliance of Patriots – 19.39% (3926 votes). At the same time, Zurab Tchiaberashvili received the most votes in 6 out of 49 precincts in the villages of ethnic Azerbaijani population in Iormughalo community (Keshalo #41, Mughanlo #43, Lambalo #46, Tulari #47 and #48, Kazlari #49); in 2 precincts the candidates from the GD and the UNM received equal votes (Manavi #25 and Keshalo #40 polling stations). Kazanpar Mamedov, an independent candidate, won the village Lambalo # 44 and # 45 polling stations.  

Davit Songhulashvili from the Georgian Dream is leader in Gurjaani – 43.46% (13288 votes), Giorgi Ghviniashvili from the UNM follows him with 32.11% (9819 votes). Giorgi Ghviniashvili won in 11 precincts out of 51 – Gurjaani #2 and #46, Velistsikhe #15, Chumlaki #19, #20 and # 43, Kolagi # 28, Kardenakhi # 31 and #32, Chalaubani # 34, Naniani # 40 polling stations. Besides, Natia Giorgadze from the Alliance of Patriots received the most votes in Velistsikhe polling station #14. Giorgadze lives in Velistsikhe.
 
Guram Matcharashvili from the Georgian Dream received 37.08% (10360 votes) in Lagodekhi District and Guram Kakalashvili from the UNM received 23.58% (6587 votes). Guram Kakalashvili won ballots in 9 precincts in Lagodekhi municipality and 4 precincts in Kvareli. In particular, the UNM candidate gained most votes in Matsimi #4, Gurgeniani #7, Sakobo #11, Kabali #18 and #36, Ganjala #20, Uzuntala #21 and #35, Chaduniani #32 polling stations, also in Kvareli zone in Akhalsopeli #10, Tchikaani #14 and #30, Sanavardo #18 precincts. Both candidates received equal number of votes in Heretiskari polling station #37. Besides, Vakhtang Mtchedlidze from the Irakli Alasania-Free Democrats won in Gvimriani #27 and Areshpari #28 polling stations and Aleksandre Vardosanidze, the independent candidate, won with significant advantage in Tela #9 and Patara Gori #17 polling stations. 

Irakli Sesiashvili from the Georgian Dream gained 41.62 % (11681 votes) in Telavi municipality, Giorgi Botkoveli from the UNM – 35.39% (9932 votes). There are 47 precincts in the district and Giorgi Botkoveli won in 15. Out of 15, 6 are in Kvareli zone (Kvareli #1, #4, #5 and #29, Almati #26, Gremi #27 polling stations) and 9 in Telavi (Telavi #6, #8. #11, #13 and #45, Kisiskhevi #21, Kurdghelauri #25 and #49, Shalauri #47). 

Gela Samkharauli from the Georgian Dream won according to the results of first round. He has 47.23% (11937 votes), Shakro Terterashvili from the UNM is on the second place with 32.32% (8168 votes). There are 50 precincts in the district, Terterashvili managed to win in 8 polling stations. In particular, in Akhmeta zone – Matani #11, #12 and #28, Ojio # 15 and Kvemo Alvani #19 polling stations; in Telavi zone – Vardisubani #18, Pshaveli #32 and Laliskure #33 polling stations. Besides, Irakli Ujirauli from the Nino Burjanadze – Democratic Movement took the most votes in Zemo Alvani polling station #7, Zurab Natsarashvili from the Paata-Burtchuladze – State for People in Ruispiri # 28 and Gia Gortamashvili from the Labor Party in Lapankuri #27 precincts. Ujirauli lives in Alvani, Natsarashvili is from Ruispiri and Gortamashvili lives in Lapankuri. 

Comparison of voters turnout
In the 2012 Parliamentary Elections the activity of voters was much higher in Kakheti region than in 2016 parliamentary elections. In particular, the turnout during 2012 elections was following: Kvareli – 68.46%, Gurjaani -67%, Sighnaghi – 66.66%, Dedoplistskaro – 61.09%, telavi – 60.47%, Lagodekhi – 59.71%, Akhmeta – 58.93 %, sagarejo – 54%. 

Reportedly, the election district borders were changed for the 2016 Parliamentary Elections – Sighnaghi and Dedoplistskaro districts were unified, number of Telavi villages joined Akhmeta DEC, Kvareli DEC was abolished and adjoined to Telavi and Lagodekhi DECs. There are 6 election districts in Kakheti. In the mentioned districts the activity of voters on October 8, 2016 Parliamentary Elections was following: Gurjaani #24 – 57.77%, Sighnaghi-Dedoplistskaro #25 – 56.11%, Telavi #27 – 55.75%, Lagodekhi #26 – 55.56%, Akhmeta # 28 – 51.44% and Sagarejo # 23 – 46.56%. 

The results of the 2012 Parliamentary Elections 
The candidates from the Georgian Dream won in 4 majority districts out of 8 in 2012 Parliamentary Elections in Kakheti and the UNM candidates in other 4. The votes were divided in that way: 
The coalition Georgian Dream received 51.56% in proportional elections in Akhmeta, the UNM – 43.86%; Zurab Zviadauri from the GD also won single mandate ballot with 51.05% (9102 votes) and Petre Tsiskarishvili from the UNM received 45.32% (8080 votes). 
57.14% of voters supported the Georgian Dream in proportional elections and 39.43% for the UNM in Sagarejo. Tinatin Khidasheli, Republican candidate from the Coalition Georgian Dream, won in single mandate elections with 54.99% (13184 votes). Gia Chalatashvili took the second place with 42.02% (10015 votes). 

The Georgian dream and its candidate also won in Sighnaghi – the coalition received 49.33%, the single mandate candidate Gela Gelashvili received 49.01% (10192). The UNM received 46.69%, its candidate Levan Bezhashvili – 47% (9774). 

In proportional elections the GD received 49.37%, the UNM received 44.41%. In single mandate ballot Gela Samkharauli from the GD won with 47.51% (16274 votes), Vasil Davitashvili from the UNM received 44.44% (15221 votes). 

The UNM won in both proportional and majority elections in Gurjaani Election District. 49.33% of voters supported the party and 51.29% (18596 votes) supported the single mandate candidate Giorgi Ghviniashvili. 45.03% voted for the Georgian Dream and 43.6% (15810 votes) for Manana Berikashvili. 

In proportional elections the Georgian Dream won with 49.18% and the UNM received 47.2 % in Dedoplistskaro. Despite that, the UNM’s single mandate candidate Zaza Kedelashvili won with 49.67% (6896 votes). Aleksandre Tamazashvili from the Georgian Dream received 6603 votes, which is 47.56%. 

The UNM won in Lagodekhi and Kvareli election districts. In Lagodekhi they received 56.14% and the single mandate candidate Giorgi Gozalishvili – 57.99% (13330 votes). The Georgian Dream was supported by 39.05% and its candidate Eldar Kurtanidze received 36.95% (8493 votes). The UNM received 49.39% and the GD – 45.92% in Kvareli. The UNM was supported by 49.39% and the GD by 45.92% in Kvareli. Marika Verulashvili, the single mandate candidate from the UNM, received 50.15% (9927 votes), Davit Kevkhishvili from the GD – 46.08% (9122 votes).
