Report – 'Authority of law enforcement bodies and violence committed by police officers during the detention of citizens'

The document identifies alleged criminal activities of law enforcement officers in the course of professional activities, and violation of the rights of citizens in the moment of detention. 

Analysis of 14 cases processed by HRC reveals that police officers allegedly harassed, tortured and inhumanly treated the detainees. 

The case analysis demonstrates ineffectiveness of the existing investigative system with regard to the cases, where law enforcement officers allegedly commit crime

In most cases processed by HRC, law enforcement officers used disproportionate power against the citizens during detention. In 4 out of 14 cases we received legal consequences. In two cases, where the investigation prolonged, HRC appealed the European Court of Human Rights. 

Based on the analysis of processed cases, the HRC once again ascertains that only creation of independent investigative mechanism can ensure comprehensive investigation of the crimes committed by law enforcement officers and eliminate malicious, systemic problems.
