The occupied Akhalgori district has been closed since September 4, 2019, and de facto president Anatoly Bibilov has no plans to change the reality until the Chorchana-Tsnelisi crisis is resolved. In Akhalgori, the isolated population is living under a humanitarian crisis. As local residents say, prices for food and medicines have tripled and many medicines are not even available in drug stores. The local residents do not receive qualified medical care because they do not have doctors of all profiles in Akhalgori Hospital. The number of people not receiving qualified medical care in time due to isolation and dying increases every month.

The purpose of the current article is to assess the new draft law initiated by the Parliament of Georgia of the 10th convocation, registered in the legislative body on December 16, 2020, and has already been adopted by the Parliament of Georgia in the first reading. The draft law envisages the adoption of amendments in an expedited manner to the procedure for receiving funding from the State budget and free advertising time by political parties, as well as for the revocation of election registration for the parties.

Banks returned State Allowances to Persons affected by the Pandemic

Some commercial banks have set off GEL 200 allowances provided by the State in January 2021 against debts for individuals affected by the coronavirus pandemic. Eleven individuals applied to Human Rights Center (HRC) with such a complaint. HRC disseminated a special Appeal stating that the main purpose of the Anti-Crisis Plan i.e. to assist citizens affected by the coronavirus, had failed, and called on some of the commercial banks to return the money seized to the unemployed persons. As soon as the appeal of HRC was spread, Georgian Banking Association became involved in the case, after which the banks returned the deducted money to all eleven individuals.

On February 18, 2021, Tbilisi City Court granted the motion of Dimitri Nozadze, a lawyer within HRC, as a result of which Akaki Tokhadze, a convict with disabilities, was released from prison.

Many European countries have imposed strict restrictions to prevent the spread of COVID 19. Along with the restrictions of various types curfews have been declared in some countries. Georgia was no exception, where the curfew was announced twice during 2020, followed by negative assessments from public organizations and political parties.

From November 1, the Government of Georgia launched the third phase of the Anti-Crisis Plan. According to the decision of the Government, under the Anti-Crisis Plan, the utility bills of the customers who consume less than 200 kilowatts of electricity and less than 200 cubic meters of natural gas per month will be covered by the State from November 2020 to February 2021. However, a large part of the population could not enjoy the benefits from the Utilities Subsidy Program introduced by the Government.
A staff nurse was released from a clinic in Kutaisi without warning before the New Year

K.D., 36, worked as a staff nurse in the surgical department of Clinic LJ in Kutaisi. On December 25, 2020, she was fired. After that K.D. was called to the clinic and offered to sign a formal written request stating that she was leaving the job voluntarily. The clinic explained to her that where she had no claims against the clinic and signed the application, she would receive GEL 200 monthly allowance from the State for 6 months under the Anti-Crisis Assistance Program. K.D. did not sign the application and applied to Human Rights Center (HRC) for legal aid.

Successful Cases of Human Rights Center (August - December, 2020)

Human Rights Center (HRC) is carrying out monitoring and free legal aid for the alleged facts of human rights violations after the State of Emergency declared for the prevention of the spread of the coronavirus and in the post-pandemic period under the project Free Legal Advocacy and Human Rights Monitoring supported by the Embassy of Netherlands in Georgia. The project is being implemented in Tbilisi and five regions of Georgia: Shida Kartli, Kakheti, Kvemo Kartli, Imereti and Samegrelo.
