Morning Chronicles of Election Violations

In Sagarejo’s Azerbaijanian Villages Great Election Chaos Observed

1. In Sagarejo region, lower Lambalo’s 36 election district has not door, district is located in open space, where it’s very hard to control who comes in and goes out. Almost all election procedures are violated. Commission members have thrice (three times) expelled observers from the polling station. Election box was opened. Number of  bulletins on this district is 1350, and number of voters  - 1394.  Members of Commission are unable to explain the reason. Head of Commission, Ahdiman Mamakhardilov and Commission Member, Paata Buzariashvili have twice hit the camera of “The Huaman Rights Centre’s” operator, because hi was detecting violations. Observers  by force entered election district three times. Voting procedure was not begun at 9 o’clock.
 
2. In Upper Lambalo’s 37th  district an operator recording the election process and violations was beaten. He was backed up and upholded by the member of United Opposition Koba Kupatadze. Head of Commission and his deputy were involved in hand-to- hand fighting and the main “hero” was Central Commission’s  certified representative, whose identity is going to be ascertained.

3. Quarrel continued on 36th district, where the same person hit the other one. In Tulari village, 48th district, marking process had not taken place for two hours. Box was not sealed. Voters’ list includes 693 people and number of bulletins equals 650. This district opened at 9 o’clock insteaf of 8.

4. Upper Lambalo’s 47th district was also opened at 9 o’clock. The control paper has not been dropped in the election box. On this district 1069 voters are registered, 11 voters are in the special list and the total number of bulletins equal to 1049.

5. On 45th district of Qeshalo, observers were beaten, were expelled from the building because of making remarks to head of Commission and his deputy. Other people were entering cabins and commission representatives were themselves pointing desired number on the bulletin. District has not a door. In and out of polling district posters with number 5 still are exhibited. According to yesterday’s  data, voters’ list  included 752 people, today it comprises 881 voters. Protocols are not exposed in noticeable places. At the same district, secretary is assigned additional functions and exceeds her authority. It was also observed that voter was trying to enter the polling station with other’s passport. Majority of voters have voted without marking.

6. On Iormughlano’s 46th district there are 806 people in the list, 13 are in the special list, and only 800 bulletins are printed. “The Human Rights Centre” representative faced here some problems, some people were trying to take camera from him and expel him from the district. Though our representative succeeded in recording some violations. There was an interesting dialogue between him and a person, who was trying to hide his identity. He told to centre representative, that he could record the election process only after the head of commission’s permission, when centre representative asked for the head of commission, he answered that he’s gone for a while, sooner as it became clear, he himself was the head of commission.

7. On 38th district head of commission had circled bulletin for voter. Agitation inside the district with content and message  “circle number five” noted, also voting twice by voters observed. List accounts 1233 votes, 53 people are in the additional list, there are 1156 envelopes and 1200 bulletins.

8. On the 48th district voter list comprises 691 people and  number of bulletins only equal to 650. Marking hasn’t taken place, box was not sealed. Number of envelopes equals 1000. Observers were told that discrepancy is a result of inclusion of dead people in the list. In the beginning it was impossible to find the book of complaints and at last when it was found, observers were not given permission to write their remarks. On the district till now there are exposed National Movement’s pre-election newspapers. Usup Bairamov, head of this commission district, refuses to accept and write complaints in the book of complaints. One of the commission member directly told to the voter (woman) to circle number 5. On the same district, lists are filled  and registration procedures are carried by a person, who is not a commission member and consequently, is not eligible to do so. So called carrousel (roundabout) and aggression observed.
