Government Ceased Food Supply for IDPs

Internally displaced people sheltering in Gori Nursery School # 10 do not have minimal living conditions. They cannot afford even a visit to a doctor though these people have serious health problems as a result of war in August, 2008; they cannot buy medicines either.

In parallel to it, government ceased food supply for them. One IDP in the nursery school gets only half bread a day. “Hot food” that was provided to them by the government within the aid program was ceased in December 2008. Time-by-time, a family with two members gets 5 packets of macaroni, one bottle of oil, one kilo of sugar and three kilos of beans. These are products that should be enough for one family for one month. After the tent town was dismantled IDPs received this food only three times. The town was dismantled in October, 2008.

Family of Begheluris from the village of Disevi in Gori district gets only one bread a day; that is the only food for them. Suliko Begheluri, who lost two-storied house in the village during the war, needs medical assistance now. However, he cannot visit the doctor because he does not have money; if he manages to visit a doctor then he does not have money to buy prescribed medicines.

Agent from the Gori Office of the Agency for Social Subsidies examined the family of Begheluris and granted them with 49 000 points. Nevertheless, they do not get allowance yet. IDP family applied to the Agency several times. Although they were promised to examine their living conditions again, nobody has visited them yet.  

The IDP people claim that the Agency for Social Subsidies assists only the relatives of their personnel. “They distributed allowances but we received neither money nor cottage. They issued allowances illegally mostly to their relatives.”

Malkhaz Bolotashvili, an employee of the Gori office of the Agency for Social Subsidies, stated that IDPs who had status of socially excluded person automatically had their status preserved after moving into cottages. The rest IDPs should apply to our office personally and register here.

Koba Tlashadze, head of the Gori Office of Agency for Social Subsidies, stated that he does not know why IDP population is not informed about the procedure. “IDPs should apply to Zurab Jalabadze, representative of Healthcare Ministry in Shida Kartli region, who will provide them with free medicines. The state implements Medical Program for IDPs and residents of buffer zone that aims to provide these people with medicines and free medical assistance. Beneficiaries should submit corresponding documents like Medical Form 100 and list of medicines prescribed by doctor,” said Koba Tlashadze.

Internally displaced people do not have information about the procedures and all of them buy medicines at the Chemist’s.

UN Food Program supplies the IDPs with food in the region every day. As for IDPs in nursery school, they received dry food and hygiene items only when they first sheltered in the nursery school.
