Socially Excluded Person Is Compelled To Withdraw Her Appeal

The Human Rights Center blames Leila Murashasvili, director of the Gurjaani office of the Agency for Social Service for having oppressed socially excluded person.

On April 23, the Human Rights Center spread information about Darejan and Giorgi Kachlishvili, residents of the village of Gurjaani in Gurjaani district. They have been unsuccessfully requesting the allowance for four years. The social agent, who evaluated the impoverished family in 2007 for the third time, stated that the family is really poor but the agency could not grant them the allowance. The Center reported that Darejan Kachlishvili, authoritative representative of the vulnerable family, applied to the Kakheti office of the Human Rights Center for help. Kachlishvili stated that she had visited the Gurjaani office of the Agency for Social Service on April 14 for the last time; she tried to find out why the agency does not grant an allowance to the family. Leila Murakashvili, the director of the office, tore the certificates on the registration in the data base of socially excluded families. Darejan Kachlishvili has written a complaint regarding fact.

Darejan and Giorgi Kachlishvilis do not have any income. The neighbors have been giving them bread and food for many years. Giorgi Kachlishvili is seriously ill. He has cirrhosis and cannot even take pain-killers because of poverty. There is only one room in their house and during the rain the water is leaking into it. Instead of glass the window-frames are covered by polyethylene.

The information spread by the Human Rights Center was published by various news agencies and media source; it was published in the newspaper “24 Hours”.

Today, in the morning, employees of the Gurjaani office of the Agency for Social Service forcefully took Darejan Kachlishvili to the office as it was ordered by Leila Murakashvili. The socially excluded woman was compelled to say in front of the cameras of the local TV Stations and other journalists that the facts mentioned in her appeal to the Human Rights Center was not right. Besides that, as witnesses claimed, Leila Murakashvili dragged the woman into the office under force. The socially excluded woman was oppressed and it is confirmed by the regional coordinator of the Human Rights Center. The coordinator said Leila Murakashvili was shouting at the woman and demanded her to cancel previous statement.

The Human Rights Center is concerned regarding the fact and requests the administration of the Agency to eradicate similar facts in Gurjaani office regardless all other factors. The Human Rights Center calls upon the Ministry of Health and Social Welfare to study the case of Darejan Kachlishviil immediately in order to examine the social-economical conditions of the impoverished family before the members die of hunger.
