Deputy Head of Khashuri Department of the Constituion Security Department Committed Crime

Iuri Latsabidze, member of the People’s Party was beaten in the presence of Vano Lomsadze, deputy head of the CSD. The head of the Khashuri office of the CSD was encouraging the masked people by shouting: “kill him, he is opposition supporter…”

Three masked people Iuri Latsabidze was ruthelessly beaten in Chavchavadze Street in Khashuri. Vano Lomsadze, deputy head of the Khashuri office of the CSD and his friend certain Giorgi brought Latsabidze to the place of incident. After the neighbors looked out at the noise, the masked people pushed the victim into the blind alley and disappeared. The personnel of the first aid found him unconscious and took him to Khashuri hospital. Khashuri office of the Ministry of Internal Affairs questioned him on the same day. Giorgi Gotsiridze, representative of the Public Defender in Shida Kartli region, studies the case.

Iuri Latsabidze took active part in the rally on April 9, 2009. He arrived back from Tbilisi to his home in Surami on April 18. Next day he visited his relative in Batumi lane # 9 in Khashuri to celebrate Easter Holiday. Vano Lomsadze called him on the phone who often visited the People’s Party before the presidential elections on January 5, 2008. However, later he got employed at the Constitutional Security Department. Lomsadze invited Latsabidze to his house to celebrate the Easter Holiday but the member of the People’s Party offered Lomsadze to join them at his relative’s house where they already had a party. Certain Giorgi accompanied Lomsadze to the house of Latsabidze’s relative; they drank wine. Lomsadze told Latsabidze that his friend Giorgi had some problems with certain people from Svaneti region of Georgia and asked him for help.

Iuri Latsabidze, Vano Lomsadze, Giorgi and Koba Kartvelishvili, relative of Latsabidze, sat in the car of the  guests to speak about the issue. Giorgi started the car; Koba Kartvelishvili got out of the car because he was not dressed properly and could not follow them; he suggested the same to Latsabidze. However,  the latter did not see any problem if he accompanied Lomsadze.

“The car stopped at the end of the Batumi Lane and Lomsadze got out of the car. He called somebody on the phone and then got back into the car. After having driven 60 meters three masked people in black stopped the car in Chavchavadze street. They demanded the documents. I did not have documents and told them I was with the officials of the CSD and did not need any documents. The masked people ordered me to got out of the car but I refused; they hit me with truncheons in the legs and pulled me out of the car. I fell down on and they beat me with truncheons, legs and fists. Vano Lomsadze and Giorgi were shouting,” Kill him, he is from opposition party,” stated Latsabidze in his testimony to the representative of the public defender.

The neighbors looked out when Latsabidze was being beaten; after that the masked people left the area; the doctors picked Latsabidze who was unconscious and took him to Khashuri hospital.

On the previous day, on April 18 Latsabidze met Vano Lomsadze at the Khashuri Railway Station where he was going to buy a ticket for his wife. Vano Lomsadze asked him about his cooperation with the opposition paties and promised to help him to get a ticket. Lomsadze recorded the data on Latsabidze and his wife though did not help him at all. As an accuse he said that he had drunk at the party with his friend and had forgotten about the promise.
