Georgia – Failed State

US-based organization – Fund for Peace presented fifth annual report. It is Failed States Index (FSI) for 2009 where Georgia occupied the 33rd place in the most alarming category among Somalia, Zimbabwe, Sudan, Congo, Afghanistan, Iran and other states. More precisely, there are 38 states in the alarm category:

The FSI focuses on the indicators of risk and is based on thousands of articles and reports that are processed by our CAST Software from electronically available sources.

The Fund for Peace is an independent, nonpartisan research and educational organization that works to prevent war and alleviate the conditions that cause conflict. The Fund promotes sustainable security through research, training and education, engagement of civil society, bridging bridges across diverse sectors, and developing innovative technologies and tools for policy makers.

The FfP focuses on the problems of weak and failing states. This year the organization has presented the fifth annual report on failed states.

Second category on the list is warning category which is the longest in the FSI. 92 states are in this category among who are neighbor states of Georgia – Russia, Armenia, Azerbaijan, Turkey, as well as former republics of Soviet Union – Kirgizstan, Moldova, Kazakhstan. The biggest Asian states – China and India are in this category too.

The FfP included 32 states in the moderate category; among them are Baltic States, USA, Japan, Greece, Argentina and others.

The best situation, according to the Fund, is in 13 states only; they are Iceland, Canada, Austria, Luxemburg, Netherlands, Australia, New Zealand, Denmark, Ireland, Switzerland, Sweden, Finland and Norway.

There are 12 indicators on the website of the Fund for Peace which are divided in three categories - social indicators, economical indicators, political indicators.

Social indicators: 1. Mounting Demographic Pressures; 2. Massive Movement of Refugees or Internally Displaced Persons creating Complex Humanitarian Emergencies; 2. Legacy of Vengeance-Seeking Group Grievance or Group Paranoia; 4. Chronic and Sustained Human Flight; Economical indicator: 5. Uneven Economic Development along Group Lines;
6. Sharp and/or Severe Economic Decline; political indicators: 7.Criminalization and/or Delegitimization of the State;. 8. Progressive Deterioration of Public Services 9.  Suspension or Arbitrary Application of the Rule of Law and Widespread Violation of Human Rights; 10. Security Apparatus Operates as a "State Within a State"11. Rise of Factionalized Elites 12. Intervention of Other States or External Political Actors
