Administrative Resources for Pre-Election Campaign

Before the local self-governmental elections several changes were introduced to the district budgets. Mostly, the expenses of the social packets and infrastructure development were increased. Representatives of the ruling party actively participate in the implementation of the social programs funded from the state budget. In parallel to it, the government submitted several draft-laws on amnesties to gain the hearts of the voters.

The amendments were introduced to the Dedoplistskaro district budget. 297 000 GEL was allocated for the reconstruction of the residential buildings. District governor Levan Baghashvili stated more than 20 residential buildings in the district have damaged roofs and the fund was allocated to satisfy the requirements of the population. Other amendments were also introduced to the Dedoplistkaro district budget.

Funds were added to the budget for the development of the infrastructure in the regions. 46 200 GEL will be spent on the reconstruction of the roads, 298 100 GEL will be spent on the rehabilitation of the water-system; 89 900 GEL will be spent on the reconstruction of the rural territory; 46 000 GEL will be spent on the reconstruction of sewerage system and drainage channels; and 157 000 GEL will be spent for the construction of mini-sport-grounds. In parallel to it, in March, 90 000 GEL was allocated to the district budget for the project implemented by GTZ in the district; 6 500 GEL was allocated from the reserve fund for the rehabilitation of the roads. According to the spokesperson of the district administration Ana Benashvili the amendments were caused by special transfers.

The amendments were introduced to the Gurjaani district budget. The expenditure at the district administration and for the infrastructure development was also increased.

According to the official data, the expenditure of the Gurjaani district budget amounted to 966, 5 thousand GEL instead initially approved 944, 3 thousand GEL; the expenditure of the territorial agencies of the Gurjaani district administration (so-called village governors) amounted to 333, 4 thousand GEL instead 325, 6 thousand GEL; 4, 394, 4 million GEL was spent on the reconstruction, rehabilitation and exploitation of the infrastructure, instead 2, 778, 3 million GEL; 1, 041 GEL was spent on the construction, reconstruction and exploitation of the roads instead 646, 3 thousand GEL; 79, 0 thousand GEL was spent on the agriculture – construction, rehabilitation and exploitation of the irrigation systems and bank-reinforcement buildings instead 60 thousand GEL; 902, 6 thousand GEL was spent on the supply of drinking-water instead 877, 6 thousand GEL; 156, 5 thousand GEL was spent on the rehabilitation of the sewerage system and drainage channels instead 78, 9 thousand GEL; 938, 3 thousand GEL was spent on the construction of the houses instead 855 thousand GEL; 43, 8 thousand GEL was spent on the rehabilitation of the cemeteries instead 20 thousand GEL; 795, 2 thousand GEL was spent on the expenses for the education before the public school instead 776, 8 thousand GEL. The funded of TV-Radio broadcasting was also increased and instead 68, 9 thousand GEL 70 thousand GEL was allocated for the purpose.

The number of petitions on financial assistance filed to the Gurjaani district administration exceeded 5 000 for the last two months. According to the social department of the district administration 573 families received allowance from 50 to 200 GEL. Besides that, operations of sick people were funded with 12 562 GEL. The administration provided 78 families with fire-wood and 5 000 GEL was spent on it.

It is noteworthy that unlike 2009, in 2010 funding of social packet in the Gurjaani district budget was increased at 70 000 GEL and it has amounted to 190 000 GEL. In 2009, socially disabled people were funded from the social packet. In 2010, 60 000 GEL is separately allocated for the purpose. In addition to that, 10 000 GEL is envisaged for the single financial aid for the large families. Head of social department Nika Nizharadze said large families received single allowance of 200 GEL and if the total sum is not enough, the district administration will increase the budget.

The representatives of the ruling party are actively involved in the implementation of the social programs funded by the state budget; though, all eight district governors are on holidays officially.

It is noteworthy that despite being on holiday, they use office cars; visit their offices, receive citizens and spend administration resources.

Together with spending administrative resources, the government submitted several draft-laws on amnesties to the parliament in order to gain the hearts of the voters.

At the moment, the parliament is discussing the draft-law based on which the state will acknowledge the high education of several hundreds of young people who entered universalities based on fabricated secondary education certificates.

The draft-law on Amnesty is about people who breached the Articles 339 and 362 of the Georgian Criminal Code before 2004-2005.

The draft-law was discussed at two sessions of the legal committee of the parliament. “Based on the human principles, the state will remove responsibility from the people who purchased secondary education certificates in 2004-2005 and later used them,.” clarified the head of the legal department of the ministry of education and science Petre Tsutsumia. He said the abovementioned young people hold neither proper secondary education certificate nor proper diplomas of universities. “Thus, adoption of the draft-law is very important,” said Tsurtsumia.

Committee members voted for the discussion of the draft-law at the plenary session of the parliament at the second session.

In addition to that, the government intends to remove administrative charges from the people who committed administrative offenses before June 15, 2009.

Amendments to the law on Discharging Administrative Fines were already discussed at the first session of the economical and financial-budget committees of the parliament.

According to the draft-law, the amendments are about the main part of the administrative taxes, as well as about additional fines. Those people will be discharged from the administrative fines who were taxed for street trading, outdoor advertisements and similar violations.

The parliament intends to discuss one more draft law. According to it, 21st part is added to the article 281 of the Tax Code of Georgia according to which regional and national TV-companies will be discharged from the payment of taxes and fines imposed on them.

Besides that, amendments will be introduced to the motives of ceasing pensions. According to the amendments to the law on State Pension, disabled people in the boarding houses, orphanages and people living under guardianship will not lose pension only because they completely live on state funding.
