“Policemen and Liar Journalists Deserve Death”

April 19, 2010

Dachi Kvikvinia, Zugdidi

At 6:00 pm on April 17 junior inspector of Zugdidi district police department Irodion Shelia fired his gun and Nugzar Mania was killed. Several minutes later, special reportage was shown on TV-Company “Rustavi 2” in the weekly program “PS”.

The anchor stopped the program and gave air to the journalist who started to tell lies on-live from the ministry of internal affairs. “Ordinary domestic conflict started in the family of Toloraias between father and son. Soon, the conflict turned into a serious quarrel and neighbors helped them; finally they called patrol police.”

“Detective of the MIA Grigol Beselia reported what happened after the patrol police arrived at the place. “The policemen tried to calm down the situation but they were resisted. During the quarrel between Giorgi and Tamaz Toloraias and their neighbors one of the neighbors of the Toloraias Nugzar Mania was killed.”

Paata Iakobashvili: “According to our information, inspector Irodion Shelia is already arrested. The investigation will find out why he needed to take out his gun and why the gun was not protected. Criminal case was launched on the accident,” reported the TV-Company “Rustavi 2” and MIA.

The MIA published the statement on its website which completely coincided with the text of the journalist.

According to the witnesses, who I interviewed several minutes after the accident, the situation was quite different. As it turned out, the murdered person did not interfere in the domestic conflict at all; furthermore, there was no conflict in the family of Toloraias on April 17. 60-year-old Nugzar Mania, who worked on the construction of the church, was on his way home. 200 meters away from Toloraia’s house he noticed the policemen beating a stranger. Witness Tamar Kiria told us what happened afterwards.

“I heard noise from the street. Outside we saw the law enforcement officers beating a young man. He was urging for help and asking the policemen not to beat him. At that moment, our neighbor Nugzar Mania passed by them; he was a religious person and tried to protect the boy. He told the policemen: “Don’t beat him, are you animals?! Leave him alone!” the policemen started to beat him since he dared to interfere in their business. Later, one of the policemen took out the gun; he seemed to be drunken… I do not exclude the possibility that he was even under influence of drugs – he behaved very inadequately; he was pointing gun at everybody. Finally he said: I will kill you now and shot Nugzar Mania. The 60-year-old man died on the place. We saw how the man went black but nobody took him to the hospital. We called the patrol police. I hoped they could stop the policemen but nobody arrived. Later, they put the dead man in the car; they thought he was still alive and continued beating him. The only reason to kill him was his wish to protect the victim. Mr. Nugzar did not resist the policemen at all. 15 people witnessed this accident because all our neighbors gathered at the place.”

Nugzar Mania was already dead when he was delivered to the hospital. Several minutes later, he was taken to Zugdidi district prosectorium and at night by 2:00 am he was taken home.

At about 10:00 pm I visited the family of the killed man. The body was not yet brought from the prosectorium. The neighbors and family members of the killed could not hide their astonishment; everybody praised the killed man.

Dali Mania, the sister of the killed man: “How could it happen?! They killed my innocent brother. He was going home hungry from the work; he had a bag of working clothes with him; they tore the clothes and scattered in the street. He did not work on Sunday and wanted to spend the day with the family. He was killed like a dog by dishonest policemen. Nugzar was urging them – let me go and let the boy go too. Do not kill him!” but they did not mercy him. We do not know who the young man was… journalist of the Rustavi 2 came to us; this TV-Company spread false information. I promise I will punish those dishonest people until I am alive. The policemen and liar journalists deserve death. They destroyed our family!”

I visited the family of Toloraias to check the information spread by the MIA.

Nugzar Toloraia: “It is nonsense! We had no conflict. Today I have not seen my son at all. I repeat once more, I had no quarrel or other contact with my son today at all. I was at home all day long. I did not see any policemen in this street and did not hear any noise either. I do not know why the TV-Company announced my name. I am confused. In the evening I was told Nugzar Mania was killed on the neighboring street. I am very sorry for him.”

The neighbors of the Toloraias blame the Rustavi 2 in spreading false information and state the situation was calm in their street all day long. There was no domestic conflict in their street. Consequently, nobody had called the patrol police.

One more false information spread by the police and Georgian TV-Company is that the offender is already arrested. In fact, the suspected policeman Irodion Shelia is still free. He left the police station late at night on April 17 by car and went to the city center. Of course, Shelia was driving the car himself.
