Prosecutor’s Office Started Investigation on Fabricated Protocol Before the Elections

The prosecutor’s office started investigation on the protocol, which was changed in an obscure situation; the election commission of the district # 62 dismissed their members.

On April 26, 12 commission members of the polling station # 9 in the village of Dablatsikhe in Chokhatauri district elected Ramaz Dolidze for the position of the chairman, and Dolidze took the protocol signed by all 12 members to the Chokhatauri district election commission # 62. On April 27, it was cleared up that the protocol was changed – and Chkhikvishvili was  the chairperson of the commission and Ramaz Dolidze was the deputy chairman.

The representatives of the Chokhatauri district office of the Alliance for Georgia stated that all 12 commission members voted for Ramaz Dolidze. “However, on April 27 it was clarified that the protocol, based on which Dolidze was elected and 12 people signed it, was destroyed and they publicly introduced the protocol which they wanted.”

The protocol, which was published by the district election commission, clearly demonstrates that the signature of the secretary Tamar Jincharadze is different on various pages. Jincharadze confirmed in her interview with the newspaper Guria News that Dolidze took the protocol and she, as a secretary of the commission, had signed the protocol where Dolidze was elected chairman.

Nanuli Chkhikvishvili said that because of poor health she could not implement her duties during the elections; consequently, she requested to dismiss commission members.

On April 28, similar applications were submitted to the district election commission where the secretary of the election commission in Dablatsikhe polling station Tamar Jincharadze refused to be the secretary and Dolidze also requested resignation from the position of the deputy chairman.

Ramaz Dolidze appeals to the district election commission: “On April 26, after the first meeting of the election commission in Dablatsikhe polling station, the results were brought to the district election commission to approve. The protocol was not approved because of some technical mistake in it and I, as a chairperson of the polling station, refused to act as a chairperson of the commission and took the protocol back. The results of the protocol were changed in my absence.”

Dolidze said he had not fabricated the protocol. “I do not know who fabricated it and how the second protocol appeared. It is a fact that somebody took it.”

The member of the election commission in Dablatsikhe polling station from the National Movement Giorgi Khabeishvili said that he voted for Ramaz Dolidze on April 26 and somebody falsified his vote.

Lawyers said that the fabrication of the protocol is a criminal offence and that an investigation shall be launched. Chairman of the Central Election Commission Zurab Kharatishvili arrived in Chokhatauri to clarify this issue. The representatives of the CEC state they are studying the case.

Before the CEC and prosecutor’s office estimate the truth, the election commission in Dablatsikhe polling station was involved in another scandal. On May 13, the three commission members – Ramaz Dolidze, Marina Mzhavia and Ia Sharashidze – wrote resignation applications to the chairmen of the district election commission.

Ramaz Dolidze wrote to Temur Kutubidze. “Based on the personal decision and because of domestic problems, I think I will not be able to execute my responsibilities properly and I kindly request you to resign me from the position of the commission member of the polling station.” Marina Mzhavia requested the resignation because of poor health. The application of Ia Sharashidze is also similar: “Because of illness I need long-term medical treatment. Please, discharge me from the obligations of the commission member.”

Chairman of the Chokhatauri district election commission Temur Kutubidze said that the commission members wrote the resignation letters based on their wish. “All of them wrote resignation letters based on their wish. Nobody ordered them to do it; I did not have the right to dismiss them.”

The executive director of the Union of Democratic Development of Georgia Levan Khintibidze said that the ongoing process in the polling station of the Dablatsikhe village shall be seriously discussed by both the CEC and the district election commission. Otherwise, we might get suspicious about the possibility to hold fair elections in the PS as for the liability of the certain people for the fabrication of the signatures and the protocol, prosecutor’s office shall carry out qualified investigation on it because the incident carries the features of criminal offence.

The Central Election Commission already took decision based on which the commission members will be discharged from their obligations in the polling station.
