One Principle to Sell Trunk-Line Gas Pipe-Line and Enguri Hydro Electro Station

Trunk-Line gas pipe-line will not be sold out but it might be managed together with Russia like it is planned for the Enguri Hydro Electro Station (HES). The Prime-minister of Georgia Nika Gilauri tried to convince the society in a strict tone that the gas pipe-line will not be sold. However, he added that it might be governed together with a private company. The former minister of economic development Kakha Bendukidze carried out negotiations about joint management with Russia for many years.  

Thus, Russia will control the control packet of the energetic sector of Georgia after it obtains Enguri HES and trunk-line gas pipe-line.

It is noteworthy that negotiations about the Enguri HES are still underway. Deputy Minister of Energy Mariam Valishvili said that the ministry is waiting for the agreement conditions on joint management from Russia.

Experts state that after the huge electro station is assigned to Russia, the Kremlin will be able to control the entire energy system of Georgia. The governmental officials cannot hide their surprise when experts start claiming that Russia will control most part of the Georgian energy; they say the experts try to provoke the society. In fact, the participation of Russia in Georgian energy is very meager.

Russian state company “Inter-Rao” owns Tbilisi Electricity Distribution Company “Telasi”, 9th and 10th energy-blocks, as well as the hydro electro stations “Khrami -1” and “Khrami -2.” Russian company “SakRusEnergy” controls the high-voltage transit networks and Russian side owns the gas-turbine of the Energy Invest too.

As for KazTransGas, it is subsidiary company of the KazMunaiGas and the Russian “GasProm” owns most shares in it. Russian company “Itera” supplies 9 regions of Georgia with gas. Apparently, soon Enguri HES and trunk-line gas pipe-line will be added to the list and then Putin will declare that their mission to invade the Caucasus region is realized.

Experts stated that the Inter-Rao – the owner of the Telasi and other energy-companies, is going to get hold of the Enguri HES with the support of the Ministry of Energy of Georgia. The company is directly controlled from the Kremlin.

Besides the fact that it was the subsidiary company of the Rao EES, the owners of the company were high-ranking officials of the Russian Federation. “Inter-Rao” turned into an open joint stock company in spring of 2008. The head of the company (chairman of the council of directors) was the minister of energy and industry of the Russian Federation Viktor Khristenko; his deputy was the ally of Chubais Andrei Rapoport.

Short time ago, “RaoEES” disbanded in Russia and 6 whole-sale generative companies and 14 territorial generative companies started functioning: “RusHydro”, “Federal Network Company,” System Operator, Holding MRSK, Eastern RaoEES and Inter Rao EES. Tbilisi Electro Distribution Company Telasi remained in the subordination of the Inter Rao.

The empire of Anatoli Chubais controlled the CIS and many European states and estimated the game rules for the energetic sector in those states; for example, purchase of actives in various countries by foreign companies which were later sold to the Rao EES. It was well-known scheme for Russia and they tried to implement these methods in the countries within their interests. Huge money disappeared from the Russian state budget according to this scheme – larger interests played active role in it – political, corruptive and financial.

It is noteworthy that in June of 2006, two Czech companies – Energo Pro and Palkon Capital - participated in the competition announced by the Ministry of Economic Development of Georgia. Palkon-Company applied for the Adjara Distribution Company and offered 12 million USD to the government; thus it gave a chance to the Energo-Pro which had offered more money.

Almost every influential person supported and still supports the “Palkon Capital”. So, the theory of liberal imperialism created by the head of the Rao EES Anatoli Chubais (which unifies economical and political components) is implemented according to these schemes.

As for the Russian Company “Energy Invest”, it was founded in 2004. The members of the governing team are – deputy director general Aleksei Belovski, deputy director general in the economic and financial issues Kiril Vandishev, deputy director general in commercial issues Oleg Jilin. The main financial donor of the Energy Invest is Russian “VneshTorgBank”. In 2005 Energy Invest purchased “Nitric” Factory in Rustavi.

In 2006, with the support of the government, Energy Invest finished construction of air-turbine electro-station in Gardabani (south-east of Georgia) but experts claim millions of GEL was wasted on the turbines in vain.

Nobody needs expensive electricity produced by “gas-turbines’ in the country which is rich with hydro-resources.

“KazTransGas” is a subsidiary company of the “KazMunaiGas”. Reportedly Russian “GasProm” and “KazMunaiGas” have been partners for a long time and the GasProm controls important part of shares in this company. Besides that, the GasProm has signed an agreement with Kazakhstan according to which, gas from Kazakhstan is transported-sold under Russian control. So, one of the most important companies in the Georgian energy is under interests of the state companies of the two countries.

As we have already mentioned, the ministry of energy of Georgia offered the Russian Inter Rao to govern the Enguri HES together after the war in August of 2008; they even signed a memorandum at the end of December of 2008.

Currently, the negotiations on agreement details between the ministry and Russian company are going on. The content of the memorandum has not been reported yet. The ministry declared it was Griffith Secret in order to avoid the anxiety of the society.

Minister of Energy of Georgia Aleko Khetaguri said the country will receive millions as a result of the agreement with the northern friend.

“We have successful cooperation with the Inter-Rao and it will continue in future too,” the minister is fully convinced in it.

Zurab Noghaideli, the former prime minister of Georgia, stated that the money does not have smell and he could not see any danger in Russian investment. Currently, former pupils of Noghaideli and Bendukidze manage to realize their ideas perfectly.
