Officials of the Education Ministry Compel School Directors to Resign

July 8, 2010
GHN

Director of the Tbilisi Public School # 14 Zviad Miminoshvili is compelled to resign – the member of the Liberty Institute Tea Tutberidze reported about it.

She said that the head of the general inspection at the ministry of education and science Irakli Andriadze invited him to the ministry two times. Short time ago, the general inspection inspected the public school # 14.

Tutberidze claims that Andriadze was the first who copied out the resignation letter for the director and compelled him to sign it. Then the letter was sent to the board of trustees at the school but the board members heard the real story from Miminoshvili and did not resolute the letter.

Tutberidze said that Andriadze called him to his office for the second time with the support of the head of teachers’ professional syndicate Tato Shavshishvili and his deputy Nukri Machavariani who were Miminoshvili’s friends.

Tea Tutberidze said that she put an audio-recorder in the director’s pocket in secret because she suspected that the head of general inspection would demand him to resign again.

Tutberidze sent 52-minute audio-recording to the GHN where Irakli Andriadze, Nukri Machavariani and Tato Shavshishvili requested from the school director to resign.

The director of the public school # 14 Zviad Miminoshvili, head of the teachers’ professional syndicate Tato Shavshishvili, his deputy Nukri Machavariani, the head of the general inspection at the ministry of education and science Irakli Andriadze and the head of the Gldani-Nadzaladzevi district education resource center Rusudan Chkhetia are talking in the audio-recording.

It is noteworthy that Irakli Andiradze mentioned the minister of education in the conversation and stated that he repeated his words. If Miminoshvili resigned, Andriadze promised him to find a better job for him at the university.

Quotation from the audio-recording – Irakli Andriadze: “Now I am telling you what the minister said. I have talked with him yesterday and today. He said you should not think that we are your enemies. The minister said if we were really your enemies, we would not start negotiating with you. You yourself told me you wanted to work at the university so it is no problem at all. I will tell you that the minister said you can be a director of another school.”

Zviad Miminoshvili: “I complain about the form of your activities – General Inspection entered the school and I immediately wrote resignation letter; that means some violations were discovered at school and I made a deal with you to escape punishment. The school personnel and society understand the situation this way.”

Nukri Machavariani suggested the school director: “If you want we can do the following. When everything finishes, a resolution will be written and Rusudan Chkhetia will come to the school and say that Zviad did not do anything illegal at school and he moved to the university. Don’t you like it, Zviad?”

Tea Tutberidze reported to the GHN that finally the general inspection of the ministry of education and science discovered completely groundless and unreal violations at school and prepared a notification about it. However, the general inspection also stated that the board of trustees supports Zviad Miminoshvili and it is difficult to dismiss him.

Tutberidze said that they might launch criminal case against Irakli Andriadze and other responsible officials too. Tutberidze is also ready to provide the expertise with the audio-recording to prove the authenticy of the recording.
