Facts of Torture Not Voiced Because of Fear

Tbilisi.15.11.04. Media News. The four-day-long training on the “Implementation of the Istanbul Protocol”, which was held in the hotel “Courtyard Marriot” has come to an end. The training dealt with the efficient investigation of facts of torture and its documentation. The activities were designated for medical experts and lawyers.

According to Alic Vergfebe, Coordinator of the “International Council for the Rehabilitation of Victims of Torture” (IRCT) this project aims at the rehabilitation of victims of torture, the investigation of facts of torture and its documentation in line with international standards.
Mariam Djishkaria, a member of  the “International Council for the Rehabilitation of Victims of Torture” stated that facts of torture have become more frequent in Georgia. Since January 1 up to 600 facts of torture have been noted, but the list is incomplete. “There are often cases when people do not want to voice facts of torture in prisons as they fear the Prison Administration may react negatively. This contributes to the inaccuracies as to the number of torture cases officially reported,” – stated Mariam Djishkaria in an interview with Media News.

She added that the conclusion of medical expertise is of special importance, though private and state expertise alike are of very low quality at present.

The book “The project of Implementation of the Istanbul Protocol” has been translated into Georgian. The book deals with issues regarding how to investigate and conduct expertise of facts of torture in accordance with international standards.

The above-mentioned project is being implemented with the financial support of the European Union.
