Police Will Be Controlled by Ombudsman Representatives


Tbilisi, Media News. Monitoring councils in the Public Defender’s Office started 24 hour work on January 12.


The councils are composed of employees of the Public Defender’s Office and representatives of human rights NGOs. They will conduct monitoring of human rights violations in the departments of the Interior Ministry.


At a press conference held on January 20, Public Defender Sozar Subari published the results of a 10 day investigation by the monitoring councils. According to Subari, 15 cases of physical pressure on the detainees were revealed. Only one person, Joni Bregvadze, detained in Tbilisi Gldani-Nadzaladevi District, stated that the patrol police exercised physical pressure on him at the moment of detention.  In the other cases, most of the detainees do not confirm that physical pressure was used against them at the moment of detention,  but they say that they received bodily injuries prior to detention or at the place of pre-detention.


According to Subari, the monitoring councils revealed that in one police department, two registers were used, but detainees were only entered in one of them.  “The presence of two registers served the purpose of concealing the facts of detention. By doing this, the police had the ability to take bribes from detainees,” stated the Public Defender.


A hotline has been implemented by the Public Defender’s Office.  The number is 99-58-98. Any citzen can call the number and inform the Public Defender’s Office of any type of human rights violation.


Subari stated that none of the facts revealed by the monitoring councils will be rejected without due attention and they will be sent to the Prosecutor’s Office for further reaction.
