„Fair Elections“ Blames Central Election Commission in Violation of Law

Tbilisi.16.08.05.Media News. Tamar Zhvania, the Executive Director of the NGO “Fair Elections,” blames Central Election Commission in adopting the illegal decree. According to the mentioned decree (of August 8), observers in emergency situation can be members of district commission at the same time at the day of elections.

As Zhvania mentioned, it contradicts the article 70 of Code of Elections of Georgia, which forbids an observer to interfere in functions of district commission. So, the mentioned decree violates the observer’s interests.

As members of Central Election Commission mention, it’s true, that this decision is against the law, but Central Elections Commission had to adopt it. The reason for that was that the number of the members of district commissions was decreased from 13 to 9. So, they will probably need observers’ assistance to fulfill the election procedures. Though, they say in Central Election Commission, that it will be voluntary to serve as a member of commission at the same time.

As Tamar Zhvania stated, she would warn the observers from her organization not to serve as members of commission. It is not excluded, that “Fair Elections” will even appeal against the Central Election Commission.
