Ministry of Internal Affairs Did not Reply to Public Defender’s Appeal

August 10, 2007

Tbilisi.10.08.07.Medianews. Georgian Public Defender, Sozar Subari blames the Georgian Ministry of Internal Affairs for the violation of the legislation. More precisely, on April 13 Public Defender petitioned to Shota Khizanishvili, the head of the Ministry Administration and demanded to inform him how much the society is informed about the installment of watch cameras in the streets and whether there was any independent institution that will estimate the legality of the initiative

According to Public Defender, the Minister did not reply to his petition. Under the Georgian Organic Law on Public Defender, Article 23, Section III, “materials, documents and other information and explanations shall be delivered to the Public Defender within 15 days after the demand. If public official breaches the law, s/he shall be fined with the minimal amount of the salary,” clarified employees of the Public Defender’s Office.

In addition to that, Public Defender stated that respect to private life is guaranteed under the Georgian Constitution, Article 20. According to the standards of Human Rights European Court, society should know about the exact place of the installed watch cameras.

Subari stated that video-watching system must be monitored by independent governmental body.
