Today Georgian Young Lawyers Association held presentation of 2006 financial monitoring in the Penitentiary System at the hotel “Tbilisi Marriot”. The report was prepared with the financial support of the OSCE.
The survey compares the financial documentations, budget accounting analysis and real situation in the penitentiary system in 2006 with the demands of the law.
Irina Gabunia, the project coordinator, stated that during the monitoring process they discovered several important violations. More precisely, the department made unreasonable expenditure of budget funds and it was not revealed in the official documentation. It neglected the procedures estimated by the Georgian Law on “State Purchases”; legal mechanisms of public accessibility were paralyzed that reflected in providing incomplete documentation and in breaching of estimated deadlines. Besides that the monitoring group members speak about the transparency of fund expenditures.
Gabunia defined that the survey does not aim at criticizing the penitentiary department, but their goal is to remind the department that their financial transparency and legal activities are important for the population.
Giorgi Chkheidze, chairman of the Young Lawyers Association, stated while discussing the results of the monitoring, that the prisoner’s right on living in normal environment should be starting point for budget expenditure. Chkheidze claimed that the survey once again revealed that the penitentiary department needs serious reform and it was recommended by several international reports.
Giga Giorgadze, representatives of the Georgian Public Defender, gave positive assessment to the active involvement of the NGO sector in the field and stated that similar monitoring should assist the governmental bodies to avoid further violations.
