IDP Cards – One More Method of Falsification

As known, voters, according to Article 53 of the Election Code, can vote only with identity card or passport. Beforehand IDPs were obliged to have refugee card too, which ascertains their factual address. Though, nowadays, central election commission gave permission to IDPs to vote without presenting refugee card.

As we explored, at some poll stations IDPs are registered with factual addresses, at other station with legal addresses and at some stations addresses provided in the election list comply with neither legal nor factual addresses. All the abovementioned supports the falsification of elections. The essence of falsifications is the following:
If one voter votes at one polling station with one of the addresses, he/she can vote with another address at another poll station.

Observers can not observe IDPs voting process because they vote only with identity cards, that allows them to vote at another poll station with the same means.

Shorena Ghlonti, observer for the Human Rights Centre (#72 village Chkhori’s Zedaetzri district, Ltd Zedaetsri building) states that  commission chairperson has not received document ascertaining reception of ballots. This is one method of election falsification. The abovementioned incident gives opportunity to falsify as much ballots as desired.
