NGO “Civil Development Association” Blames Lagodekhi of legal violations
The Civil Development Association has come out and openly blamed the Lagodekhi municipality board of impropriety, which funds the rehabilitation works of the district police station from the 2008 budget. The board has acted in such a way that contradicts acting Georgian legislation.
“200 thousand GEL is to be spent on the rehabilitation of the police station, which is illegal because Article 1, Paragraph I of the Georgian Law on Public Security Service states that public security service is the system of special military agency under supervision of the executive authority. This system promotes public security in internal and external issues within its competence. According to the Article 17 Paragraph I of the same law, the public security service is funded from the Georgian Budget.
On the other hand, this issue is not within the competence of the local self-governance. Apportioning funds of the rehabilitation of the police station is blatant violation of the Organic Law on Local Authority and Law on the Budget of Local Authority,” stated representatives of the association.
Gia Gozalishvili, Lagodekhi district governor, stated that 200, 000 GEL was allocated from the district budget on the rehabilitation works of the building of police station before he occupied the position.
