Public Defender Summarizes Human Rights Violations on April 9

2:30 pm – It was reported on the hotline that patrol police had blocked the road on the Tbilisi-Senaki central high-way close to Sachkhere and did not allow transport to move. About one hour later the patrol policemen allowed only cars to travel to Tbilisi though mini-buses and coaches had to return back.

4:00 pm – In Marneuli, Kvemo Kartli region, Badri Kvelidze was arrested and charged with hooliganism 300-400 meters away from the district administration building. The court sentenced him to 2 weeks in prison. Law enforcement officers of the Special Operative Department detained him when he was leaving Tea House with his friends. Suddenly he was attacked and pushed into the car and taken to the police station. The detention was witnessed by both the friends of the detainee and by ordinary people in the street. The detainee was not explained his rights and was made to sign the detention protocol after deceiving him that he would be arrested for one day only if he signed the protocol. Badri Kvelidze was placed in isolation at the preliminary detention.

The judge did not allow the request of the lawyers Nona Pilauri and Lali Aftsiauri to interview the witnesses of the detention. The rationale of the judge for denying the request was groundless contentionss about the presence of the witnesses at the scene of detention. Two policemen gave false and contradictory testimony to the court as if they had noticed the “offender.” Ereteli, a representative of the SOD, stated that Kvelidze was standing alone; while another law enforcement officer reported he was standing together with three more people.

The detainee maintains that he was arrested on political grounds because he is an activist of the united opposition in the Marneuli district. The police have breached his rights several times already. Badri was arrested during the elections as well.

6:00 pm – At the Police Academy in the Gldani district, Tbilisi 200-300 soldiers were changing their clothes into the uniforms of security police.

6: 35 pm – It was reported to us that a member of Irakli Alasania’s political party was arrested in the street in Gori and Gori district court was discussing his case.

6;47 – The patrol police has blocked the Tbilisi-Sachkhere central highway and mini-buses and coaches cannot travel to Tbilisi.

6:50 -  It was reported that a citizen saw 47 military cars close to the Lilo Settlement in Tbilisi which were moving towards Vaziani military base at 4:00 pm.

April 9, 2009

9:50 am – Turning to Sachkhere. A driver of a truck called and reported that patrol police were not allowing him to move; though the police did not explain to him the reasons.

9:55am - Observer Gela Mtivlishvili reported that policemen were not allowing coaches and mini-buses from the auto-stations in Kakheti districts.

10:10 am – Near the village of Chalaubani the road to Akhmeta is blocked – reported by Lali Narozashvili.

10:30 am – 80 yellow buses are moving towards Gombori checkpoint to block the Kakheti central highway.

10:45 am - People introduced themselves as defenders of public order to the drivers in an auto-station in Tbilisi and warned them against moving towards Kanda-Tsikhisdziri
