Discussion of Election Complaints Finished in Kakheti Region

No significant violations, which could cause annulment of election results in precincts, were observed in Kakheti. Commission members were either rebuked or warned for the observed minor violations.

Only two complaints were filed to the Sagarejo DEC. Labor Party complained about final protocol but the DEC did not discuss it. DEC Chairperson Manana Barikhashvili said the commission secretary detected error in the complaint and gave the Labor Party representative to correct it though they only partly improved it. The second complaint was filed by the Georgian Young Lawyers’ Association. According to their complaint, two seal carves were not found in the final protocol. Chairpersons of PECs # 6, 9, 22, 29, 35 and 48 and secretary at PEC # 48 were rebuked for this violation. Chairperson and secretary of the 17th precinct were warned. 

22 complaints were filed to Gurjaani DEC # 12. A protocol on administrative violation was prepared based on UNM’s complaint. It states that flags of the Georgian Dream – Democratic Georgia were hoisted next to the Precinct Election Commission’s tablet that is violation of the Georgian Election Code.

A few complaints were filed to Signagi DEC. UNM filed a complaint on the violation of regulations on pre-election campaign (agitation). Protocol of administrative violation was drafted on this fact.

International Society for Fair Elections and Democracy filed two complaints to the Dedoplistskaro DEC # 14on the violation of polling procedures. None of them were satisfied: “The suitor complained that a spouse of a person with disabilities was not allowed to put ballot paper of the disabled person in the box. Thus, their constitutional right was restricted and the observer requested to hold the commission chairperson responsible for the fact; the complaint did not contain any legal grounds,” the DEC Chairman Davit Buchukuri said.

No complaints were filed to the Lagodekhi, Akhmeta and Kvareli DECS. Six complaints were filed to Telavi DEC; all of them were considered and satisfied. The suitors mostly complained about procedural violations.
