Re-Registration of IDPs Finished

Process of IDP registration finished. With the initiative of the Ministry for IDPs from Occupied Territories, Accommodation and Refugees, the repeated registration of internally displaced people was carried out from August 1 to December 27, 2013. The registration was conducted in all regions of Georgia by 12 registration commissions of the Ministry.

Humanrights.ge talked with the head of the Registration Unit at the Ministry of IDPs Levan Kokaia about the registration process and other initiatives of the Ministry.

-Based on the Georgian Government’s Decree # 794, registration of IDPs launched in every region of Georgia from August 1, 2013. By the start of the registration, there were registered 272 000 internally displaced people on the data base. By December 21, 2013 233 090 IDPs were re-registered. The following issues were obtained and raised in the frame of the project: estimation of factual addresses of IDPs; estimation of exact amount of families; evaluation of social-economic conditions; renovation of online data base on IDPs; assignment improved IDP cards and identification of the people, who had illegally received IDP status in the past.

-You mentioned people, who illegally received IDP status. Were their status suspended due to false documentation?

Currently, we are studying about 1 200 cases; we managed to identify 120 fabrications and cases were forwarded to the prosecutor’s office. We are studying other cases; if we estimate that those people illegally received status, they will also lose it.

-What about those IDPs, who could not manage to re-registered this year?

Those, who could not re-register in the frame of this project, shall apply to the Ministry or territorial branch office of the Ministry from January 2014. Registration was obligatory for all IDPs in order to receive their social allowances. Unless registered, the IDPs will not receive allowances but after registration it will be resumed.

-Reportedly, about 7000 IDPs will lose allowances. What was the reason for this decision?

The parliament has already discussed the bill, according to which, IDPs, whose gross monthly income is 1250 lari, will not get allowance from March 1, 2014. If their income is less than 1250 lari, their allowances will be automatically resumed. Currently, we speak about suspension of allowances and not status.

-How do you intend to control the changes in the income?

It is very easy. Relevant services of the Ministry of Finance update information online. As already mentioned above, those IDPs, whose income will be less than 1250 lari, will have their allowances resumed. It should be noted that this regulation applies to individuals only and not to his/her family members.

Reportedly, a new born child, whose at least one parent is IDP, will receive the status too. 

From March 1, 2014 the social allowance of IDPs will increase up to 45 lari. Before, IDPs living in compact settlements received 22 lari and those living in private sector received 28 lari.
