The Co-rapporteur of the Parliamentary Assembly of the Council of Europe, Boris Tsilevich, said that during the visit several issues were highlighted that deserve serious attention and interest. According to him, the first issue was local self -government reform.

"Again, I would say – we are concerned over the fact that less than a half a year is left before the election and rules of game are still not fully clear," said Boris Tsilevich.

He named repatriation of the Muslim Meskhetians as the second issue. "This is still an unfulfilled obligation. Despite the fact that the law has been adopted, its practical implementation is unfortunately too slow," said Tsilevich.

He also touched upon the issue of complaints submitted to the Prosecutor General's Office. "We know that tens of thousands of complaints had been filed regarding improper implementation of the judiciary in the past’’, said Tsilevich
