Allowance for IDPs Increased

The state will no longer cover electricity bills of the IDPs living in compact settlements. These changes will go in force from March 1, 2014. The government covered 100 kilowatt electricity bills for each IDP family per month. From March 1, the monthly allowance for IDPs will increase from 28 lari up to 45 lari. Relevant amendments were introduced to the Law on Internally Displaced Persons. In parallel to the increased monthly compensation, the expenditures of IDPs also increased. IDPs state if they have to pay electricity bills, the increased allowance will not have positive impact on their social life. 

“We warm our accommodations with electricity; we cannot afford to replace it with fire-wood stove. What shall I do with my 60 lari,” an IDP from Tskhinvali Tina Lezhava said, who lives in the hotel Kartli. Majority of IDPs warm their flats with electricity.
 
IDPs claim after the state cancelled 100 kilowatt electricity discount, communal electricity meters will be changed into individual ones in the compact settlements. Otherwise, the IDPs will have disagreement with regard to the used electricity supply.

Tsiala Tinikashvili, IDP: “Individual electricity meters will assist us to avoid serious problems; we used to quarrel about the amount of used electricity supply.”

Representatives of the regional office of the Ministry of IDPs from the Occupied Territories, Refugees and Accommodation informed the IDPs living in the Gori Hotel Kartli about the planned increase of the monthly allowance and abolishment of the state aid in covering the electricity bill. Head of the regional office of the Ministry Tamaz Gvimradze said they have already started installment of individual meters in compact settlements.

Tamaz Gvimradze: “Subsiding of the institutions, where state covered electricity bills, will stop. Each IDP will cover their electricity bills from the increased allowances. The Ministry in agreement with the Energo Pro Georgia decided to install individual meters in the settlements in order to avoid misunderstandings among IDPs.”

82 IDP families live in Gori Hotel Kartli. 139 families live in the building of the Auto Station and Mejvriskhevi Factory. Big part of IDPs still lives in the buildings of kindergartens.
