Audit Reports Football Base Was Illegally Sold

Training base of the Football Club Guria is located on the Black Sea Coast in Grigoleti village. Short time ago, Human Rights Center was informed that property was illegally taken from the Lanchkhuti district owned base.

Reportedly, the property from the base was sold as scrap iron and money was used to cover debts of the base.

Interim district governor Zaza Urushadze told Human Rights Center that base director Otar Chkhaidze had to agree the sale of property with him. “The property was removed from the balance of the base but if he intended to sell them, Otar Chkhaidze had to inform us though he did not do that; he acted selfishly,” Urushadze said and added that property was not registered in the Civil Registration Agency either but “it does not mean that it should be sold as scrap iron. We had to take special procedures for that,” the district governor said.

According to our source of information, water reservoir, which supplied the training base with water, was cut and sold as scrap iron. Arriving in Grigoleti we immediately noticed that one of two reservoirs was not on the place. 

Watchman of the complex said the reservoir was cut on the place several days before.

We asked Temur Chkhaidze to comment on the fact. “It was 35 tons reservoir which supplied canteen and hostel with water. Second 15 ton reservoir was spare tank. Currently it is also enough for the canteen but if the complex starts working, of course it will not be enough,” Temur Chkhaidze said, who has left base several months ago.

We found out that about 5 000 lari was allocated for the renovation of the base. There is a ruined building of club next to the base, where football players watched videos in the past. 

Internal audit report of the district administration reads that Otar Chkhaidze replaced Temur Chkhaidze on the position of the Grigoleti base director. The former said majority of buildings and premises in the base were in poor conditions and ruined. “Almost everything was ruined and impossible to reconstruct,” Otar Chkhaidze said.

Audit inspection showed that only parts of buildings and water tanks are left in the area.

The Audit report reads that base director Otar Chkhaidze had hired four workers to reconstruct football ground fence and other premises based on verbal agreement. According to their agreement, Chkhaidze had to pay 2 100 lari to the workers though as the report states, workers received iron pipe, whose price is 960 lari.

“They received 750 lari from the sold scrap iron and 210 lari for the water reservoir. They received total 1920 lari from the sold scrap iron,” the audit report reads.

The document also states that 456 lari was paid for the tiles removed from the buildings located nearby the canteen. The money was used to cover electricity arrears of the base and Evgrapi Shevardnadze’s central playground. 

The audit report states that Pavle Tevzadze, resident of Grigoleti village, took ten pipes from the base and paid 60 lari for each; the base covered accommodation expenses of the visitors of FC Guria.

“Total 3 970 lari was earned from the realization of construction materials and scrap iron,” the audit report concludes.

Head of Audit Service Gogi Patsuria said the document clarifies that new director of the base Otar Chkhaidze breached agreement requirements to notify the district governor about realization of the property. “For that reason the district governor sacked Otar Chkhaidze from the position of the base director,” Patsuria said.

Human Rights Center contacted Otar Chkhaidze to make comment.

“When I occupied the position, everything was ruined there. The property, which you are asking about now, was outdated and CRA also confirmed it. It is a pity that they did not value our work. Believe me, I personally worked there. We stretched fence of 280 meters around the playground. Now they blame me I had not agreed activities with the district governor. It is true I did not agree everything with the governor but all other people in charge of sport direction were informed. I have health problems. It is a pity when innocent people are treated like that. Soon, I will appeal to the court,” Otar Chkhaidze said.
