Gori District Interim Governor Requests Amendments to the Law on State Procurements

On April 26, annual report of the Gori district administration was discussed at the local Civic Engagement Center; the discussion was mostly focused on the state procurements. Representatives of non-governmental organizations and general society reminded interim governor Papuna Koberidze of the problems in the state procurements.

Economist Tamar Ediasherashvili spoke about practice on state procurements in the Gori district. She said the strategy of the district administration did not work and those companies won tender competitions, who offered the lowest prices.

Tamar Edisherashvili: “Government is obliged to protect the law and not to purchase poor goods and service. It is fact that roads, rehabilitated several months ago, are already destroyed. So, more serious expertise and competent commission are necessary when services are accepted.”

Interim governor Papuna Koberidze agreed that there are problems in this direction. He spoke about manipulation by the competition participating companies and requests to introduce amendments to the law on procurement in order to remove incompetent companies from the system of state procurements.

Papuna Koberidze: “We spoke about tenders and really we have serious problems, when companies play with prices. I think, this issue shall be addressed seriously and amendments should be introduced to the law.”
Gori district administration faced problems with infrastructural projects twice.

First time in 2013, Ltd GPG, which won the tender, had to repair underground passages in the city. He received part of the fund but did not implement the project. The district administration recovered the allocated sum of 14 000 lari from the insurance company Unison, guarantor of the Ltd GPG, and signed new contract with the local building company to rehabilitate the underground passages. 

Second problem originated with the Ltd Vereli +, whose rehabilitated road destroyed several months later. The district administration gave additional time to the company to eradicate the problem.
