Human Rights Center Reuqests Investigation into the Facts of Prisoners’ Torture and Inhuman Treatment

Human Rights Center has been defending the rights of the convict Tamaz Rasoyan since 2012, who serves his term in the penitentiary establishment # 6. The Center has petitioned to different institutions with regard to the criminal case he is convicted for and requested effective re-investigation into the case. 

Furthermore, Tamaz Rasoyan was victim of torture and inhuman treatment that significantly harmed his health. On May 17, 2013 investigation unit at the Kvemo Kartli Regional Prosecutor’s Office found Tamaz Rasoyan victim into the criminal case (#042091012801) about torture of inmates of Prison # 6 by prison officers. 

The convicted person gave testimony to the investigation and named six persons, who participated in his torture; only Joni Ivanashvili and Lasha Kapanadze were found guilty in the crime. No criminal prosecution was launched against four other persons. It is noteworthy that one of the alleged harassers – K. B. is a Member of the Parliament and MP immunity protects him from punishment. 

Since April 14 Rasoyan started hunger strike to request review his case. He also asked for removal into semi-closed facility. On the 33th day of his hunger-strike, due to grave health conditions, Rasoyan was taken to Gudushauri National Medical Center by catastrophe medical brigade. Regardless the fact, he was not taken to semi-closed facility. 

Nowadays, Rasoyan is still in the Prison # 6, where he was ruthlessly tortured and as he states, his stay in the same establishment is equal to repeated torture.

Since there is no legal mechanism created in Georgia for the review of arbitrary judgments, Human Rights Center petitioned to the President of Georgia to evaluate Tamaz Rasoyan’s imprisonment based on illegal judgment as particular circumstance and pass positive decision on his pardoning – early release from imprisonment.

Human Rights Center addresses to the Chief Prosecutor’s Office to start effective investigation into torture and inhuman treatment facts against prisoner Tamaz Rasoyan, to punish every officer, who participated in his torture and physical assault. 

We also petition to the international organizations and diplomatic corps to particularly control the case of prisoner Tamaz Rasoyan.
