A competition for city hall workers might be conducted by the National Examinations Center

8th September meeting in the Gori’s city council began 20 minutes later. The reason was absence of half council members. Oppositional members of the city council were first  to show up in the meeting hall. The chairman of the city council Papuna Koberidze began meeting with the speech about above mentioned problem and stated that this is last time when he forgives council members to be late. 

City council member from Burjanadze –united opposition Zurab Rosebashvili joined the meeting later. The two members of the Georgian Dream  David Tetvadze and Ioseb Palelishvili did not attend the meeting. Representatives of Gori City Hall were absent too. Gori Mayor Zurab Jirkvelishvili is visiting China as a member of  the Georgian government’s delegation. 

The City Council discussed five issues at the session: 1. Draft amendments and additions to the August 2, 2014 Resolution # 1 of the Gori district administration; 2. draft resolution of the Gori municipal board about Approval of Working Plan for the IV quarter of 2014 ;3. draft resolution of the Gori municipal board on the approval of the co-funding programs for infrastructural projects; 4. Draft resolution of the Gori municipal board about approval of the coo-funding program for the union of property-owners. 5. Approval of the program about awarding of successful trainers and sportsmen. 

While discussing the above mentioned issues council members were debating only about technical issues. Zurab Rosebashvili make notes towards council for and asked them to give the issue for preliminary consideration to the council members a day before the session. 

Another council member from opposition party Ramaz Ioseliani got interested in the establishment of the competition commission for the selection new employees at the city hall and requested to invite council members into the commission.  
In response to Ramaz Ioseliani deputy council chairman Nino Zurabishvili said: “Mayor nominates committee chairman with the council and we must approve the chairman and the members of the committee. This process will be held in a supervision of nongovernmental organizations and will be transparent. The problem, who will conduct the testing process, is the issue for consideration. It is possible that this process will be conducted by the National Examination Center and therefore all the questions about nepotism or nonobjective selection will be cancelled.” 

Gori City Council will discuss the issue about the competition commission after September 15. At this time the City Mayor shall nominate candidate for the commission chairmen to the city council for approval.
