On September 18th, at 13:00 pm, in the press club of Prime Time, Human Rights Center will hold press conference regarding the illegal transfer of severely ill prisoner, Genadi Jeladze to #7 penitentiary establishment. Genadi Jeladze’s life is in danger in #7 penitentiary establishment.
Genadi Jeladze was transferred to #7 penitentiary establishment at night on September 16th. Before the transfer, Genadi Jeladze was serving his sentence in the medical unit of Rustavi #6 penitentiary establishment. The convict is the victim of torture and has type 2 diabetes. He takes insulin twice a day. He became ill after experiencing torture and beating in the penitentiary department.
Before the transfer, Genadi Jeladze was going through special treatment in #6 penitentiary establishment. The treatment was unlawfully terminated due to his transfer to #7 establishment.
There living conditions in #7 penitentiary establishment are intolerable. Public Defender of Georgia numerous times addressed the Ministry of Penitentiary regarding this problem. The issues are still unresolved.
European Court of Human Rights has emphasized many times that according to article 3 of the Convention, the state must ensure that the person serves his sentence in the conditions which do not diminish his dignity. The state must ensure that people serve their sentence in adequate environment which does not inflict further suffering.
Genadi Jeladze’s placement in #7 penitentiary establishment endangers his life and health.
We are addressing Ministry of Penitentiary and Corrections of Georgia and its penitentiary department to swiftly transfer Genadi Jeladze in half-open prison.
