Appeal Statement

Human Rights Center requests the Chief Prosecutor's Office to interrogate  the convicted person into the cases of Lapankuri Special Operation and Zurab Zhvania's death.

Human Rights Center addresses to the Chief Prosecutor’s Office of Georgia to immediately question inmate of Gldani Prison # 8 Teimuraz Gvaradze in presence of his lawyer and to take measures to ensure safety of the under-risk witness. 

Human Rights Center protects rights of the convict Teimuraz Gvaradze, who serves his imprisonment term in Gldani Prison # 8.

In his interview with the lawyer the prisoner said he has worked for the secret special military unit for a long time. According to his allegation, during imprisonment in summer of 2012, three persons visited him in prison and told that several terrorists had captured three men in the Pankisi Gorge; they said terrorists were transporting weapon for Dagestanian citizens. Teimuraz Gvaradze claims the visitors requested him to participate in the special operation as an experienced military servant; namely they ordered him to kill terrorists during double fire. After the special operation he was taken back to the penitentiary establishment. Teimuraz Gvaradze claims he personally watched ongoing Lapankuri special operation and as a witness he can give important statement to the investigation.

On November 15, 2012 Teimuraz Gvaradze was freed from imprisonment. According to him, after release he was under permanent oppression, because he knew important information that could create threat for certain people.

In May 2013 Teimuraz Gvaradze was arrested for the second time; as he claims law enforcement officers tortured him to get his confession statement. Currently, the Supreme Court of Georgia is considering his case.

Teimuraz Gvaradze states he knows significant information about the death of late Prime Minister of Georgia Zurab Zhvania. Despite many attempts of the Human Rights Center’s lawyer, Chief Prosecutor’s Office refuses to interrogate convict Teimuraz Gvaradze in presence of the lawyer. 

Human Rights Center appeals to the Chief Prosecutor’s Office of Georgia to interrogate Teimuraz Gvaradze in presence of the lawyer, to check the facts and information the convicted person is speaking about and also to take measures to guarantee the safety of the under-risk prisoner. The Center also requests the Chief Prosecutor’s Office to address alleged facts of torture and inhuman treatment of the convict person.
