Representative of Human Rights Center Makes Working Visit to Council of Europe

The head of the Legal Aid Center of Human Rights Center, Tamar Avaliani, made working visit to Strasbourg in the frameworks of Human Rights House project, along with the representatives of NGOs from Armenia, Azerbaijan, Ukraine and Moldova.

The project envisages strengthening role of NGOs in the execution of judgments of European Court of Human Rights (ECtHR). Human Rights Center has been involved in the project for the second year. Lawyer of Human Rights Center, Tamar Avaliani prepared the communication on the case – Khaindrava and Dzamashvili vs. Georgia – which was sent to Committee of Ministers of the Council of Europe on September 1st, 2014.

The communication regarded the issue of execution of judgment in the above-mentioned case and the measures that Georgian government needs to take in this direction.

The communication discusses systemic problems of ineffective investigation regarding the cases of torture and right to life, as well as other problems connected to the execution of ECtHR judgments in Georgia. The communication has been published at the official website of Council of Europe:


At the end of September 2014, the issue of execution of judgment in Khaindrava vs. Dzamashvili case was heard at the session of Committee of Ministers. 

On September 29-30th, the meetings were held in Strasbourg, at the Committee of Ministers with the members of delegation of Ireland, representatives of Human Rights Commissioner, Rapporteurs of Parliamentary Assembly of Council of Europe, representatives of Delegation of Norway and representatives of Department of Execution of Judgments of ECtHR.

The active discussion was dedicated to the issue of detention of journalists and human rights defenders in Azerbaijan. The discussion was particularly important considering the fact that Azerbaijan currently holds the chairmanship of Committee of Ministers.
