Statement of Human Rights Center about Alleged Facts of Torture of Prisoners in Prison # 6

Human Rights Center requests investigation into alleged facts of torture and inhuman treatment of prisoners in the penitentiary establishment # 6.

Convicts Ilia Apkhazava and G.KH (the latter requested to keep his name anonymous) from the penitentiary establishment # 17 reported to Human Rights Center that on October 28, 2014 several employees of the prison administration entered in their cells in the prison # 8. They told the prisoners to accompany them to the meeting with the prison deputy director. However, in fact, the prisoners were placed in the vehicle for the transfer to other custody.

The convicts protested the fact, as they believed it was not necessary to move them to other establishment; moreover, they were not informed about it in advance. Despite the protest, the prisoners were moved to the Prison # 6.

According to the convicted people, personnel and other inmates of the prison # 6 verbally and physically assaulted them. They were placed in the single cells without any reason, where there was no hygiene at all. Prison personnel threatened Ilia Apkhazava with the assault that could impact his future life. The prison personnel brought him to the point of the suicide attempt. 

The convicts were not allowed to take their personal belongings from the prison # 8. Prisoner G. Kh has been unsuccessfully trying to get his stuff of religious character from the previous penitentiary establishment. 

Representatives of the Public Defender’s Office visited the convict, and drafted protocol on the aforementioned facts. G. KH took medical expertise that concluded that he was injured. Ilia Abkhazava was not allowed to take the medical expertise. 

Human Rights Center addresses to the Ministry of Corrections and Chief Prosecutor’s Office of Georgia to adequately respond to the alleged facts of torture and inhuman treatment and to ensure the defense of the rights of the prisoners Ilia Apkhazava and G. Kh.
