Address of Human Rights Center to the Tbilisi City Mayor about Problems of Homeless People

Human Rights Center addresses to the Tbilisi City Mayor Davit Narmania to increase their effort and attention to homeless people in winter time and take urgent measures to accommodate them through mobilizing relevant financial resources.

Human Rights Center believes that tents set up in the Moscow Avenue in Tbilisi cannot completely address the needs of homeless people. There are citizens, who cannot live in the hard conditions of the tents. Thus, it is urgently important to seek alternative measures to assist those people, before asylum is constructed for them.

Human Rights Center defends rights of socially indigent citizen Neli Lekiashvili. Based on the July 31, 2014 resolution # 36-850 of the Isani district administration she no longer receives compensation to rent a room. From August 8, 2014 she has been homeless and lives in the street. Neli Lekiashvili spends nights either in Rustaveli Avenue or in other streets. She cannot buy food and cannot receive medical assistance. Neli Lekiashvili receives pension due to her grave health conditions that is deducted by the Liberty Bank as a guarantor in the loan. Thus, she has no income at all.

Human Rights Center has petitioned to the Isani district administration and Tbilisi Mayor several times and requested them to timely assist Neli Lekiashvili with accommodation, food and medical service. The Center also requested meeting with the Mayor about the concrete case but has not received response from the City Hall yet.

Neli Lekiashvili still lives in the street. She has grave health problems, has had stroke several times and cannot speak properly. She has Diabetes too and injects insulin every day. The homeless woman has had several micro heart attacks in the street. If she is left without accommodation, food and medical assistance, her life and health is in serious danger. 

Tbilisi City Hall offered Neli Lekiashvili to live in the tents of the Moscow Avenue but having arrived there she was told there were unbearable conditions and it was not right place for the sick person.

Human Rights Center addresses to the Tbilisi Mayor to take urgent measures to give accommodation to Neli Lekiashvili or pay her rent for a room. In addition to that, Neli Lekiashvili must receive adequate medical treatment and food.
