GYLA Has Questions about the Competition in Local Self-Government

Competition for public servants at Gori self-governmental agencies took place in December 2014. Applications were sent for 102 vacant positions in the Gori city hall.

Head of Gori office of the Georgian Young Lawyers’ Association Keti Bebiashvili evaluated the third stage of the competition – the interview as unfair. She said the commission decisions, based on which applicants were either hired or rejected, were not well grounded in some cases. 

“The interview stage was not conducted in transparent manner. The commission and observers were not allowed to clearly see how the skills of the applicants were evaluated. It is noteworthy that there were no evaluation criteria at all. Mostly, the questions were asked from the legislative base,” Keti Bebiashvili said.

Gori City Hall did not comment about the issue. One of the competition commission members Gia Tsverava said during the test-exams applicants could collect high points randomly and we checked their real knowledge during interviews. 

“Part of the questions was about legislation to re-check the knowledge they showed in tests. Of course, our questions referred to their professional background too,” Gia Tsverava said. 

Gori office of GYLA believes the competition was more transparent at Gori district administration than in the Gori City Hall.

703 people applied for 102 vacant positions at Gori City Hall; 255 of them passed the test stage. According to the final results of the interview stage, 35 new people were hired at the Gori City Hall; 55 applicants were old employees of the city hall. The City Hall could not find adequate candidate for 9 vacant positions and announced repeated competition.

Gori City Mayor Zurab Jirkvelishvili said there was no construction engineer among applicants so the supervision and infrastructure service announced repeated competition. As for the competition commission of the Gori municipal board, their deadline for announcing the competition results expires on January 24, 2015.
