Political Controversy in Gori

Fraction Georgian Dream of the Gori municipal board did not vote for the nine-month work report of the district administration. The fraction members were elected from the list of the Georgian Dream – Democratic Georgia. Gori district governor Davit Oniashvili is also member of the Georgian Dream.

Gori district administration could not spend budget funds of about 5 million GEL which was allocated for the infrastructural projects – chairperson of the financial-budget commission of the municipal board said. According to Ioseb Vanishvili, funds allocated from the regional development funds and in the frame of the village support programs – 4 835 700 GEL was not spent either.

The opinion of the municipal board members was divided into two because of the unspent budget funds. 18 out of 33 board members positively evaluated the work of the district administration; while 15 of them evaluate it as negative. Members of the Georgian Dream and National Movement fractions did not vote for the work of the district administration.

“During 9 months they failed to implement the duties for three quarters. They could not spend 4 835 700 GEL. We discussed this issue within the Georgian Dream fraction and cannot evaluate the nine-month work as positive considering the problems in the municipality villages. Another problem is non-professional staff members in the district administration, who could not spend the budget funds,” chairman of the financial-budget commission Soso Vanishvili said.

Gori district governor responded to the critic of his party members and said it was not true that the administration had not spent the 5 million GEL from the budget.

“We will spend all money we have received from the central budget. The regional development fund did not allocate 2 100 000 GEL because the government plans to approve the transfer by the end of the year and the works will start from the next year. They have been speaking about this project for so long time and some people try to deceive the society. It is natural that we could not spend the money which was not allocated at all,” district governor Davit Oniashvili said.

After these developments, employees of the supervision service at the Gori district administration quitted jobs. One part of them moved to the Shida Kartli regional governor’s administration and another part to the supervision service of the regional governor’s office. District governor Oniashvili said there is a person or group of persons, who does not like good work of the district administration and purposefully disseminate wrong information.

Members of the opposition party say the district governor’s message was clear. They say Davit Oniashvili meant Shida Kartli regional governor under “the certain person.”

“There is a controversy between the government branches. Regional and district governors do not have good relation with each other and it was proved by recent developments – employees of the district administration went to work in the administration of the regional governor. If projects were failed and funds were not spent, regional governor is also responsible for that because his office has authority to supervise the work of the district administration,” member of the United National Movement Ramaz Chutkerashvili said.

Former employees of the supervision service at the district administration did not comment on the issue. Neither regional governor Zurab Rusishvili wished to speak with journalists.
