New members of the Gori City Council and expected impeachment

May 3, 2016

Lado Bitchashvili, Shida Kartli

On April 28, at the special session of the City Council, after the member of the Georgian Dream Nino Zurabishvili left the mandate in the Council, Lia Chlachidze, member of the Georgian Dream joined the Council. The Council acknowledged the authority of Lia Chlachidze based on the letter from the District Election Commission and statement of the Mandate Procedural Commission.

Before joining the City Council, Lia Chlachidze was head of the Gori district administration’s office.

One more member Ioseb Palelishvili quitted the Georgian Dream; his application on suspending the authority as council member was acknowledged at the April 28 session. At the next session a person, who will replace him, will be nominated. Zaza Zazashvili will replace Ioseb Falelishvili in the council; currently he is director of the Gori Drama Theatre.

The gender balance was violated in the 15-member City Council. 13 of the Council members are men and the rest 2 persons are women. Despite the renewed Council, the gender quota was not improved.

The Council members are positive about Lia Chlachidze’s acceptance in the Council. After Zaza Zazashvili joins the Council, the Georgian Dream will be able to create the fraction again.

4 members of the 15-member City Council are from the Georgian Dream, 4 from the political party Irakli Okruashvili – Georgian Party, 2 – from Free Democrats. Republic Party, United National Movement, Labor Party and National Forum have 1 member (each) in the Council. As for the political party Burjanadze – United Opposition, which was represented by Zurab Rosebashvili in the Council, he has quitted the political party supposedly in support of the ruling party Georgian Dream.

The City Council chairman Ilia Metreveli is from the political party Irakli Okruashvili – Georgian Party. If the balance between party members will be changed again, it may cause another impeachment in the City Council. Few months ago, Ilia Metreveli was elected to the position after the impeachment of the previous chairman, who represented the Georgian Dream. The Council members started thinking about Metreveli’s impeachment, after Irakli Okruashvili announced about the impeachment of the Gori Mayor by the end of May.

On May 6 the City Council will discuss the impeachment issue of Tamar Tedliashvili, chairwoman of the Commission for Mandate Procedural Issues.
