Legal Crisis in Gori Local Self-Governmental Body

Gori city council chairman Ilia Metreveli fired Zaal Gudadze, expert of the infrastructure commission in the Gori City Council on July 8 for the second time. First, Gudadze was fired on June 17 but was restored to the working place within 24 hours.

“The chairman of the City Council Ilia Metreveli is a slave of Irakli Okruashvili (former defense minister of Georgia, leader of the political party Georgian Party). Orkuashvili stands behind all recent developments in the city. He is cruel former government official; I do not know what he wants with me,” Zaal Gudadze said.

The council chairman and his advisor Irakli Okruashvili have not made comments about the dismissal of Gudadze.

After his dismissal, part of the city council members started speaking about necessity to start impeachment procedures against the council chairman.
The political crisis in the Gori self-governmental bodies was aggravated with legal crisis. On June 17, the city council chairman initially fired 5 employees of the council administration and then restored them to the working places within 24 hours. The council signed supernumerary contracts with the two out of the five persons – Giorgi Aftsiauri and Zaal Gudadze. The council chairman does not clarify why he changed the mind. He said after consultations he decided to restore the dismissed people on the positions.
Part of the council members think the policy about staff changes is related with the ongoing case in the court.

Gori City Hall appealed the Gori district court to annul the normative act of the city council chairman about appointment of Irakli Okruashvili to the position of the advisor of the council chairman. Gori City Hall argues that Ilia Metreveli exceeded the limit of supernumerary employees in the council. In accordance to the law, the number of supernumerary employees shall not exceed 10% of the contracted staff members in the city council. There are 122 contracted staff members in the local self-governmental body; 10% of it is 12, 5 persons. However, there are 15 supernumerary employees in the city council – Irakli Okruashvili and Ramaz Sharikadze are on the list of extra employees. With the decision of the city council chairman the sequence of people on the list of supernumerary employees was changed and Irakli Okruashvili and Ramaz Sharikadze now meet the criteria. However, appointment of Aftsiauri and Gudadze is illegal. If the Gori district court satisfies the appeal of the City Hall, the council chairman will have to fire the last two supernumerary employees to enforce the court judgment.

“It is well-planned performance. In fact, all this process had one purpose – to fire Gudadze and Aftsiauri instead Okruashvili when the council chairman will have to enforce the court judgment,” the Council member Tamar Tedliashvili said.
