Socially indigent families in Rustavi, who received less than 100 000 points from the Social Agency, get meals in the free canteens. The program of the Rustavi municipal administration has been criticized for years. In 2016, because of observed problems, the head of the Rustavi Social Service Agency was sacked from job.

In 2017, Rustavi municipal administration announced bid competition on the service-provision in free canteens.
“Ltd Alioni won the competition. The responsibilities of the company were written in the contract agreement. The Alioni will implement its responsibilities for 840 777 GEL throughout 2017. The Social Service of the City Hall monitors the canteens; the menu and service has improved; consequently, we hear fewer complaints,” said Davit Lobzhanidze, deputy mayor.
Representatives of the Rustavi City Hall clarified that this year, in accordance to the contract conditions, one meal will cost 1, 38 GEL.

“The beneficiaries of these canteens cannot afford to get food elsewhere. We can get only one meal per day. The food is not envisaged for one person; neither bread is enough. As for the service, they should add personnel in the canteens and the meals shall be cooked in cleaner environment. People may like or dislike the taste but cleanness is priority for everybody,” one of the beneficiaries said.

Representatives of the City Hall said the canteens have 1 700 beneficiaries but another 100 people have applied to them for the same service. Local self-government’s representatives said they will prepare additional lists in near future.
