Mentally Disabled Person Was Deprived of Pension

Central Bureau of the Medical-Socio Expertise within the Asatiani Psychiatric Scientific-Research Institute concluded that Naira Tsartsidze had organic nervousness. In addition to that she has passive phase of rheumatism, atherosclerosis, ulcer on duodenum, prothrombin…

Mother of Naira Tsartsidze, Zhuzhuna Tsartsidze applied to the Human Rights Center (HRIDC) for help. The mother claimed that her daughter could not have been deprived of pension. The situation is aggravated by the fact that heir family is very poor. Zhuzhuna Tsartsidze said that she could buy at least one medicine for her with the allowance but now they cannot afford even that.

At present, the disabled person has only a Medical Policy granted within the state program. However, the family often encounters problem when applying for medical assistance with the policy. Generally doctors do not like to examine patients without money.

“My daughter needs frequent visits to the doctor. She has many problems regarding health and consequently she suffers from nervous breakdown. It is impossible to deal with her unless we give her medicines. However, very often we cannot buy medicines. She was approved to receive pension three years ago, though it was not always delivered on time. Now they tell us my daughter cannot be inserted on the list of disabled people. She has been ill since childhood but we hoped that we should be able to cure her. We took her to various medical centers but in vain. Although everybody knew at those hospitals that Naira’s illness is incurable, they deprived her from the pension,” said Zhuzhuna Tsartsidze.

Keti Chelidze, doctor for the Gori Psycho-Neurology Dispensary, said that the state seriously limited the categories for pensioners. The category according to which Naira received her allowances is one of those limited. Thus, person with nervous breakdown cannot receive allowance according to new regulations.
