Newly Appointed Director in Akhalkalaki does not Know the State Language

August 22, 2007

Appointing the new director in Russian Public School #2 in Akhalkalaki caused confrontation and hot dispute. A wife of the regional deputy, who failed the tests, is appointed on the post of director.

“Because we have no money and our husbands are not officials, they can do with us anything”, - declare teachers of the school. They protest the decision of the Minister of Education, Kakha Lomaia. According to this decision, Karina Nakhatakian, wife of MP Endzel Mkoian is appointed on the position of director in Russian Public School #2.

There were four candidates nominated for the position: Marine Chumarian, Karina Nakhatakian, Soso Tetvadze and Eka Tateishvili.

Eka Tateishvili managed to overcome 20 percent barrier, which gave her a chance to choose the school. Though, she could not gain support from the members of the tutorial council. As for Soso Tetvadze, he got six votes from the members of the tutorial council. Chumarian and Nakhatikian did not know the state language and that is why, they could not hold that post.

“I also do not know the Georgian language and that is why, I failed the tests. Present director also failed those tests. Though, yesterday, we discovered that, according to the order of the Minister of Education, failed candidate will hold the post of director”, - declares Marine Chumariani.

Members of the tutorial council announce that they have desired candidate Soso Tetvadze, though, present director intimidated them and that is why, they could not vote for Tetvadze.

“He is a very good person. Mrs. Nakhatakian intimated the members of the tutorial council not to vote for Mr. Tetvadze. She was saying that there was no place for Georgian in that school. She visited me and threatened. Of course, I am not afraid. But others are afraid, because their husbands and children are employed. That’s why they keep silence. And they did not vote for Tetvadze”, - declares Anaida Asaturiani, teacher and the member of the tutorial council.

There were a lot of violations during the elections and that is why, tutorial council appealed to the general inspection. The answer had to be on August 27, though, the answer from the ministry of Education passed away of the answer from the general inspection.

“Bulletin was marked, stamp was stolen. Elections have been held with a lot of violations. Representatives of the general inspection declared, that they will clear up everything. There is no answer from the inspection, though director is appointed. It is interesting, how did they manage to do this”? – asks teachers.

Maia Chankseliani, a chief of the public relations’ of the Ministry of Education: “Before the elections of the director, he/she is appointed as the performer of director’s duty and this process is implemented under law. If somebody has pretensions, they can appeal to the Ministry of Education in the written form.”

Nartsis Karapetian, a chief of the Akhalkalaki recourse-centre declares that there were no violations during elections and newly appointed director is a good candidate.

Karina Nakhatakain denies all the accusations: “All the accusations are false. As for the decision of the Minister of Education, I cannot tell anything”, - she declares.

Teachers of the school announce that they will not give a key and a stamp to their new director. And to prove their right, they will appeal to the President.

As we found out, the key and the stamp are kept with Samvel Petrosian, a chief of Akhalkalaki Police office, though he did not comment on the issue.
