The Black List of the Kindergarten Head-masters

The present and former kindergarten head-masters opposed each other in Gori. The gubernator Lado Gegelashvili produced the papers to the journalists which Mikheil Kareli had left on his writing-table, there is a scheme how the desired kindergarten head-masters’ personnel were appointed.

Gegelashvili thinks that the present head-masters are appointed  according to the clannish principle and no contest had been conducted to select them. According to the law the governor makes a legal analysis of these results and therefore, the governor can abolish his or the previous governor’s any decision. And the new governor will be chosen by a municipality in 17th October. So, the present kindergarten head-masters are staying as temporary executors of the duties.

We talked to the present head-master of the №2 kindergarten, Marina Metreveli, who is a relative of the former Ministry of Defence.

The journalist: Mrs marina, how you were appointede as a head-master of the kindergarten?

Marina Metreveli: I was appointed as a result of the contest. The contest was conducted absolutely transparently. The questions were about the management, how we imagined managing the organisation and etc.

The Journalist: Who was conducting this contest? According to our information this contest was conducted by the deputy of the gubernator of that time Davit kekelashvili..

Marina Metreveli: No, Kekelashvili was not there and he didn’t interfere in this case. As I remember, there was only a lawyer.

The Journalist: The appraisement is made that this contest was conducted not objectively..

Marina metreveli: The contest was conducted very objectively. Who it seemed to? (The style is kept).

It was known to the “Human Rights Centre” that the present kindergarten head-masters are asking for a help to public defendant, in the reason that the local government is unlawfully abolishing the lawfully conducted contest.

Gori municipality has the defined position about this matter. On the 5th May of 2007 non profit law organisations - the kindergartens, libraries, culture houses and others - were consolidated in the sports and culture management. That means that the abovementioned institutions appeared in the hands of culture management as a consolidation, which was headed by Robert Maghlakelidze by that period.

Gori municipality issued #60 instruction on the 3th October and according to that instruction the liquidation of the non profit legal persons began. The municipality considers that the creation of the kindergartens, culture houses and other organisations’ consolidation was provoked by the fact that the finances between the state and local self-government is not isolated. The fact appeared that there was not even a legal basis for deciding to sponsor this consolidation.

According to the Georgian government’s resolution of 26 th June and 3rd July of 2007 local culture, under school age and out of school education institutions were assignated to the local self-governments. Nowadays the mentioned institutions are being established as separate legal persons. Therefore, the persons who were appointed by the former officials, were fired after liquidation. This procedure must be ended during a month and for the 3 rd Novermber the kindergartens and other cultural organisations will have new appointer leaders.

“Human Rights Center” had a talk with the gubernator. According to Lado Gegelashvili everything will be held in accordance of law. “There are obvious evidences that the contest of kindergarten head-masters was conducted nonobjectively. Anyone who whishes can participate in absloutely objective contest” - told us Gegelashvili. The gubernator promised that he woul let the journalists to present this contest.
