Prisoners Were Not Allowed to Vote

January 11, 2008
Presidential Elections were carried out with serious violations at the Kutaisi Detention Establishment # 2 as it was reported by the representatives of the “New Rights” Kutaisi office.

“Administration breached the rights of the prisoners: only twenty-two out of total 274 suspects could vote and they were those who supported Mikheil Saakashvili. The others, who could have voted for any opposition candidate, were not inserted on the list. The reason for refusal was lack of IDs,” said Vano Kapanadze, commission member of the Kutaisi PEC # 59.

Kapanadze defined that they wanted to bring movable box from the neighboring polling station to the prison but opposition members of the commission did not agree about it. “Thus our prisoners survived from serious suppression during counting of the votes. You definitely know what is going on while transporting the box. Most prisoners could not vote at all. Commission members from the opposition parties hardly escaped imprisonment because of making the violations public,” said Kapanadze.

Ana Chafidze, the lawyer, speaks about the violation of the prisoners’ rights. She stated that the prisoners complained about elections. “Initially they spoke that the elections would be held without any violations but in vain. Many prisoners were deprived from their rights to vote. The officially stated reason for lack of IDs,” said Ana Chafidze.

Officials from the prison administration do not comment on the facts that happened in the Kutaisi Detention Establishment # 2. As for the appeal of the New Rights, the Kutaisi PEC # 59 discussed it and submitted to the CEC for final conclusion. Other opposition parties also plan to appeal to the CEC on the issue.

Employees of the prison administration also voted at the detention establishment. The final results were the following:

1.    Levan Gachechiladze-17;
2.    Arkadi Patarkatsishvili-6;
3.    Davit Gamkrelidze-3;
4.    Shalva Natelashvili-3;
5.    Mikheil Saakashvili-335;
6.    Giorgi Maisashvili-0;
7.    Irina Sarishvili-0
