“I know you are innocent but I cannot help you, sorry. I advise you only one, never let the life to make you into a cruel person,” suggested Ivane Afridonidze, the Judge at the Kutaisi Appeal Court to Giorgi Tskhakaia, who was accused of robbery. The Appeal Court did not amend the initial verdict passed by the Tskaltubo District Court, and now Tskhakaia has been sentenced to nine-year-imprisonment for the crime he did committed.

Unfortunately, we speak less about the people than about the larger events that control their lives. When I arrive in Sokhumi I am often asked whether we want Abkhazia if it is empty of the Abkhaz people. And I do not know what to answer because I feel we have not settled ourselves what we in fact want-to get the land back or reconcile with the people,” said Mrs. Esma who was born in Abkhazian family and now she is a mother of Georgian children and lives in Tbilisi.

Human Rights Centre interviewed lawyer Kakha Maghradze in order to find out the plight of attorneys in the Akhaltsikhe District.
Rights of Roma People Are Not Protected At All

Georgian has ratified several international documents and has officially assumed responsibility to protect ethnic minorities wit in its territory, including among other groups is a Roma population. However, the state has not worked out any politician direction to actually protect the security of the Roma and to create a tolerant environment for them within Georgia. They are still arbitrarily arrested, they are still made into virtual slaves, and they continue to under the most unbearable of conditions. Most Roma children are blocked from access to education and from being able to receive adequate medical assistance.

Disabled people are blaming the directors of policlinics and out-patient clinics for abusing their power. They claim the directors of many medical institutions have intentionally breach the resolution of the Georgian Minister of Labor, Healthcare and Social Welfare, which regulated the standard of determination for the disabled.
CEC and Georgian Parliament: No to Transparent Elections

The Central Election Commission (CEC) is trying to limit the transparency of the upcoming elections. The amendment adopted by the Parliament on March 21 has this aim in mind. Under the conditions of this amendment, tapes from the video cameras in the polling stations will no longer be made publicly available.

Investigation Opens: High Ranking Official from Special Operative Department

The Prosecutor General’s Office ordered the Kakheti Region al Prosecutor’s Office to start an investigation against of high-ranking official of the Special Operative Department (SOD) based on published newspaper materials. A former official is accused of being involved in drug-dealing. The criminal case was launched under the Criminal Code Article 332, professional malfeasance negligence. The Prosecutor’s Office interrogated several people as witnesses. It is quite possible that Davit Legashvili, the head of the Kakheti Regional Department of the SOD will be arrested within the next several days.
Heating up of Conflict between Gori District Village School Principals and Teachers

The statement of Georgian President shows his discontent with the current system of electing school principals by so called “lottery” and the exceptions to this practice has created resonance in Georgian regions. When the president’s thinking about the system of electing principals was made pubic many teachers working in villages of the Gori district openly started criticizing the principals that were selected by the draw of the lot. The collective baggage of grief, humiliation, insult, strife caused by disagreements over human resource decision other related problems in school administrations began to boil, these were kept at a lower temperature for 3-4 years but they have finally heated-up. Teachers attributed the lion’s share of their problems to the reforms that were carried out by Kakha Lomaia, the former Georgian Minister of Education.
Khobi Residents Demand Tsotne Dadiani., Georgian Saint to be Unwrapped

Georgians could have never imagined that that so many years after his death that they would be demanding the release of Tsotne Dadiani, their historical hero, and later enshrined as a saint, especially in 21st Century. Residents of Khobi are now demanding the tape wrapped around the statue of Tsotne Dadiani, which is in the centre of the town, be removed. The government wrapped the statue of the Georgian Saint last year as it was still a work in progress.

City Hall Takes Longer for Registering Private Property

Everybody must have watched PR advertisements where smiling citizens are simply saying, “all within one month period of time,” … how they can legally registered their lands and how everybody is so grateful. All one has to do is apply to city authorities for fulfilling its function. However, the situation is at odd with the reality. The situation that people face in the process is entirely different and often times very time consuming.
Abkhazia-REAL Politics or Populist Rhetoric

When the Minister of Foreign Affairs of de-facto Abkhazia first appeared in Tbilisi in front of media back in 2006 he was positive. Sergey Shamba even took a stroll down the upbeat Shardeni Street. At the time Georgian President Mikheil Saakashvili was making statements from Senaki military base along with the Minister of Defense. Experts who are the closest to the problem and who have been working on how to resolve the Abkhazian-Georgian conflict recount the rhetoric, and they consider it to be a typical example of populism … and not the kind of carefully considered statements that moves the politics towards Abkhazia in a proper direction..

Teachers Are Terrorized, Disobedient Ones Fired

The closer that parliamentary elections are approaching the supporters of the opposition political parties are being that much more threatened and abused, including family members. The district administration, municipality council, police department, prosecutor’s office, district offices of the leading party, as well as other governmental bodies have closed ranks being the ruling National Party. They are trying their best to win opposition activists over to their side by threatening and blackmailing. If the opposition activists refuse to come across to their side they are soon fired from their jobs or worst. There are even instances of where those without jobs are being threatened with the possibility of their relatives being set up and arrested for crimes they did not commit, which is another ploy to pressure them into changing their political loyalties.
