Public Defender Addresses Khatuna Kalmakhelidze with a Recommendation

Public Defender Giorgi Tughushi addresses Khatuna Kalmakhelidze with a recommendation regarding the violations of prisoners’ rights in Kutaisi #2 prison.

Giorgi Tughushi asks the Minister of Corrections and Legal Assistance to study the problems of Kutaisi #2 Departments and adequately react upon them.

According to public defender, the convicts from Kutaisi #2 Departments addressed the public defender with joint requests. They indicated that their rights are violated in this department. Specifically, the procedure of doctor examination is complicated. According to the established practice, the prisoner needs to address the medical staff first and then wait for their decision. Besides, they are not provided with the proper medications.

The prisoners note that they are not able to take shower according to the regulation of Prison Code (twice a week). The water is provided with uncertain schedule.

Though according to the Prison Code the length of short dates is 1-2 hours, they are only allowed to use 30 minutes.

Instead of one-hour, they go out only for 15 minutes and meanwhile the supervisors treat them rudely and offensively.

According to the prisoners, they numerous times tried to address the public defender in a written form, but their requests are not sent out from the department.

The department administration did not render their request on allowing TVs in the cells.
