Prisoner Dies in Ksani #15 Prison Department from Tuberculosis

Zviad Khalvashi, the prisoner ill with tuberculosis has died in Ksani #15 prison department in the so-called Old Zone.

The information on the death of prisoner has been disseminated by the PM Dimitri Lortkipanidze. According to him, Khalvashi had been transferred to the abovementioned prison department from the medical department several days before his death. The fact of his head has been strictly concealed by the Ministry of Corrections.

“The catastrophic growth of death rate of the convicts is directly related to the situation existing in Ksani Medical Department for prisoners ill with tuberculoses. The Ksani Medical Department is called “medical” inadequately. The prisoners are subject to the severe brutality: as usual, they are locked up in the punishment cells. The administration calls these cells quarantine insulators. There are no elementary conditions for human existence in these cells. The prisoners do not have bed. 10-15 prisoners ill with tuberculosis are placed in the smaller cells for several days. The number of ill prisoners in the punishment cells is increased by the number of individuals transferred from the medical department who are imposed with administrative fines. The consequent situation is equal to torture” – states the PM from the opposition political party.

According to him, after placement in such conditions, in the spring of 2010 the convict Ketishvili has died. Dimitri Lortkipanidze recalls the fact of death of one more convict – 23-year-old Tamaz Dadvani in the same context.

The deputy requests the detailed explanation from the Minister of Corrections and Legal Assistance Khatuna Kalmakhelidze regarding the current situation in Ksani Medical Department and generally the facts of deaths of prisoners.
