Double Salary and Bonuses for the Regional Governor

Kakheti regional governor Giorgi Ghviniashvili receives double salary every month. In 2009-2010 the regional governor received 141 600 GEL in total that made 70 800 GEL per year. Though, his monthly salary is only 2 950 GEL.

Deputy regional governor Giorgi Sibashvili said: “every regional governor receives double salaries in Georgia.”

The deputy governor’s monthly salary is 2 360 GEL though in 2010 Giorgi Sibashvili received 44 490 GEL - 28 320 GEL as a salary and 16 170 GEL as a reimbursement for extra working hours. Besides, in 2010 Sibashvili received 4 714 GEL as a bonus; in 2009 the bonus amounted to 15 499 GEL.

In 2009, second deputy regional governor Petre Kiknadze received 35 190 GEL as a salary and 14 400 GEL as a bonus; in 2010, he received 39 144 GEL as a salary and 4 494 GEL as bonus.

In 2009, the third deputy regional governor Aleksandre Kakhidze received 34 714 GEL as a salary and 14 400 GEL as a bonus; in 2010 he received 37 701 GEL as a salary and 4 494 GEL as a bonus.

Personnel of the regional governor’s administration receive only several bonuses throughout the year.

In 2010-2011 chairpersons of municipal boards and district governors also received bonuses together with their monthly salaries.

Telavi district governor’s monthly salary is 2 360 GEL; in March of 2010, Vasil Davitashvili paid bonus equal to his own salary to himself.

Chairman of Gurjaani municipal board Zakaria Iaganashvili receives 2 360 GEL as a salary per month. In 2010, Iaganashvili received 28 320 GEL as a salary; on July 3 and on December 24, he received 3 540 GEL as a bonus.

We requested information about salaries and bonuses from all agencies of local self-government in Kakheti region on April 30. Although the term estimated by the law had expired, Lagodekhi, Sighnaghi, Dedoplistskaro and Akhmeta districts have not sent the complete information yet.

It is noteworthy that almost 30% of local budgets in the regions of Georgia are spent on administrative expenses.
